Developmental Post-Conflict Reconstruction in Postindependence Nigeria: Lessons From Asian Developmental States

Abstract: Post-conflict reconstruction (PCR) has come away from a dynamic reading of the role of the state within contemporary reflections on peacebuilding. This article introduces the framework of developmental PCR that draws on the developmental state paradigm to offer a lens for understanding the role of the state and its complex interlinkages with other milieus such as the market in PCR. Developmental PCR is premised on three tenets: interdependence between economic development and security; the importance of state–… Show more

“…This contribution deepens understanding of the material outputs of peacebuilding by emphasizing the influence of structural factors and dynamics (Bachmann & Schouten, 2018; Ikpe, 2020b). It moves beyond the key contribution on infrastructure and mine clearance, Chiovelli et al (2018), by addressing important infrastructural concerns beyond transport, including water and energy.…”

“…Its efforts to restructure private capital through indigenisation were intended to disrupt the dominance of foreign capital in the control of finance and technology towards industrial development. Notably, business elite group interests, which had been relatively strengthened in the North and West due to the civil war (1967)(1968)(1969)(1970) that had silenced domestic private capital in the war-affected East (Ikpe 2020), influenced the state's indigenisation policies. This skewed the social make-up of parts of the private capital class and achieved limited outcomes given the continued dominance of foreign capital in technology, as domestic capital expansion did not deepen production linkages but focused on commerce (Olukoshi 1993:3;Ikpe 2020).…”

“…While relating to the other way to revise the DS concept, the latest experiences of new developmentalist experiments, the most recent experiences of East-Asian countries -not only in Northeast, but also or even more so in Southeast Asian countries, and according to some analysts also the particular development paths of China and India (Hua & Hu, 2015;Raquiza, 2012) might offer some lessons as well as the experiences of the most recent Latin American developmentalist experiments (Ricz, 2017;Schneider, 2015;Wylde, 2012Wylde, , 2017. The experiences of some quickly growing Sub Saharan African economies (Clapham, 2017;Biedermann, 2016;Hope, 2019;Ikpe, 2018Ikpe, , 2020Routley, 2014) and their Northern counterparts (such as Egypt) have to be taken into account, whereas even the recent statist models of Turkey and Iran, or even the non-developmental experiment of my home country, Hungary, can offer useful lessons (for the country case studies see the followings respectively Kutlay, 2020;Rózsa-Szigetvári, 2019;Kornai, 2015). We mainly rely on the first option in this paper, and the second option is only included here in the form of reviewing recent DS literature summing up recent developmentalist experiments 3 .…”
