Differences and Similarities in Local Participative Governance in Slovakia and Lithuania

The public sector presents important steps for digital transformation. Digital transformation uses a series of tools and methods to improve the relationship with citizens and improve benefits. This paper explores the role of artificial intelligence (AI) in governance processes and provides public institutions with insight regarding the impact of integrating chatbot communication tools when interacting with citizens. The present research provides an analysis of the socio-economic factors that determine the use of artificial intelligence tools, i.e., the propensity to interact more with the public administration as a result of improved communication through virtual assistants, and highlights the implications of AI in improving services towards civil society by determining the degree of satisfaction on aspects such as reduced waiting times in queues, access to information regardless of the traditional working hours of civil servants, quicker execution of operations, et al. The results, derived from an analysis of 507 sets of responses obtained from an online questionnaire, indicate that a number of variables, such as residential environment, employment status, household income and education level, significantly impact the effectiveness of artificial intelligence in mediating citizen communication with government.

How Does Differential Public Participation Influence Outcome Justice in Energy Transitions? Evidence from a Waste-to-Energy (WTE) Project in China

A comprehensive understanding of public participation is critical for delivering justice in the energy transition. Waste-to-energy (WTE) is a practical approach toward sustainable energy transitions, which may threaten the realization of justice. Previous studies on WTE facilities have mostly discussed the siting stage under the environmental impact assessment (EIA) framework, and few have focused on whether public participation differs when different types of pollution occur. In this paper, we take a WTE project in Kunming, China as an example and, based on semi-structured interviews and questionnaires, explore the influence of differential public participation. The findings indicate that residents were more sensitive when faced with obvious pollution, which became the dominant factor in participation; meanwhile, they were inactively engaged in hidden pollution. Lower levels of health participation partly affect the realization of outcome justice. The shift from procedural justice to outcome justice is not inevitable and is subject to many factors. From an activism perspective, different perceptions of pollution risks and constraints on activities contribute to this state. We call for the government to complete the relevant engagement design in WTE projects and improve citizens’ awareness to achieve better environmental justice.

Navigating Emergencies: A Theoretical Model of Civic Engagement and Wellbeing during Emergencies

The intensity and impact of emergencies on communities and societies are on the rise. They call for better preparedness, responses, and coping strategies by all those who are involved, especially citizens and the government. This paper introduces the concept of emergency-oriented civic engagement (EOCE), which includes citizens’ attitudes and behaviors aimed at influencing the community and government during emergencies. A theoretical framework and model that explore these complex relationships are presented. The paper first explains the differences between emergency-oriented civic engagement and civic engagement during peaceful times. Next, an exploration of a set of variables such as interpersonal trust, feelings of threat, the cost–benefit ratio, and trust in government that may influence emergency-oriented civic engagement is introduced. Finally, the model is illustrated in light of the COVID-19 pandemic that underscored the importance of solidarity and wellbeing among citizens during emergencies.
