Where an enterprise commits essential breach of law it is expected that level of its credit rating will decrease and the state will undertake more strict customs control measures in respect thereof [6]. In 2008 Chine put in force "Administrative measures to classify national customs enterprises" according to which all FEA participants and customs brokers were differentiated into five categories -AA, A, B, C and D.
