This paper is addressing the issues regarding formation of authorized supply chains in international trade with reference to the World Customs Organization (WCO) standards and specific aspects of customs administration. The paper is evaluating the WCO imperatives and modern information technologies used in the sphere of customs risks management. It is defining the weak points of international China to Russia supply chains. It is substantiating the necessity to make analytical assessment of evolution of institute of authorized economic operators in China and in the RF. The paper brings to light particular features of institute of authorized economic operators in China and defines directions of its further development. It is evaluating specificity of evolution of institute of authorized economic operators in the RF under the conditions of customs regulations harmonization in Eurasian economic Union (EAEU). It was noted that innovation of the EAEU customs' Code consists in possibility to issue three types of certificates which are verifying party's incorporating into the Register of authorized economic operators and (2) differentiation of special simplifications depending on the type of a certificate.

This study aims to determine the research development with the Theme E-Government Development Index (EGDI) from 2003-2023. The method used in this study is qualitative with literature study. This research data source uses the Scopus database to identify research themes related to the EGDI for the 2003-2023 period, with a total of 240 article documents indexed by Scopus. Data analysis in the study used VOSviewer and NVivo 12plus to analyze the data and classify the research theme. The results showed that 2011 became the highest year in published Scopus-indexed articles. China is the country that has the highest contribution to research publications. Aii, Janowksi, Khawula, Khan, and Marthins were the main contributors to contributing publications. Then, the topics of electronic commerce, government data processing, government, e-government, and electronic health food became the highest frequency score for occurrences. The system is the most crucial topic in every research publication under the Theme of EGDI indexed by Scopus from 2003-2023. This research contributes theoretically to measuring e-government development in a country and practical in public service ICT innovation.

Transition to the digital economy determines the readiness of the national economy complex for the emergence of new industries, forms of economic cooperation, and general development of the regional economy on the whole, both for a separate region and for the entire country. Authors determine the possibility of application of digital transformations in regional development. This is due to the fact that the Republic of Kazakhstan is a country with widely differentiated regional development. This means that regional development should be proceed not only from the application of digital technology directly within the regional economy, but also from the introduction of digital technology in certain sectors of the industrial complex. The novelty of the study lies in the determination of the possibility of implementing digital technology as an integral part of the economy and the possibility of clustering individual industries on the basis of digital platforms and communication technology. The authors provide mathematical justification of the integration model for digital complexes within various economy sectors of individual regions. Authors propose using the developed mechanism for structuring the current situation of regional economic development. The practical significance of the study is determined upon designing regional development programs. This will facilitate the increase of position of Kazakhstan in the ratings of world development and economic comfort of living in the state.
