The aim of this paper is to evaluate some villages in the mountain area of Sibiu County, Romania, as “smart” tourist villages. The research was carried out in two stages: Stage 1 was collection of information on (a) food products registered in different national and international quality schemes and (b) the number of tourist structures by type, comfort category, and accommodation capacity. Stage 2 was a case study conducted among 32 rural tourism entrepreneurs from 3 villages in Mărginimea Sibiului, using a questionnaire with 22 items on the criteria for evaluation of “smart” villages. The answers were systematized, statistically processed, and interpreted. The main results are as follows: (a) Concerning products, producers, and gastronomic points (PGL) registered, there are 9 products in the quality scheme “mountain product”, 10 producers on the platform “Gusturisibiene”, 1 producer of “telemea de Sibiu”, a registered product with protected geographical indication, and 2 PGL. (b) The number of officially registered tourist structures is 93, of which 72% are agritourism guesthouses. (c) The results for the evaluation of villages as “smart” are that 78.2% of locals use the internet, 74% own at least one smart device, 60.16% of energy used is renewable. There are low values of water and air pollution; there are local job and business opportunities (93.75%); future local development activities will target agriculture with all its sectors and agritourism; public administrations have implemented 7 types of activities to increase the attractiveness of localities; and quality of life, services, and social life aspects are perceived to be at high standards.

Perserikatan Bangsa-Bangsa (PBB) menetapkan tujuan pembangunan berkelanjutan (SDGs) yang didukung melalui pembangunan pada desa secara masif dengan membentuk desa menjadi Desa Cerdas. Prinsip SDGs yang digunakan dalam pembangunan desa cerdas terdiri dari enam pilar utama yaitu Masyarakat, Ekonomi, Tata Kelola Pemerintahan, Lingkungan, Kehidupan, dan Mobilitas. Desa Cerdas menganut prinsip Masyarakat Cerdas yang berorientasi pada digital. Aspek yang perlu dikembangkan untuk membentuk masyarakat cerdas adalah literasi digital. Penelitian ini bertujuan untuk mengidentifikasi dan menentukan kategori literasi digital, dampak literasi digital, dan ciri literasi digital yang dibutuhkan masyarakat desa untuk membentuk Desa Cerdas. Penelitian ini juga diharapkan dapat mengidentifikasi peran literasi digital pada masyarakat desa. Penelitian ini dilakukan dengan pendekatan Systematic Literature Review. Hasil penelitian ini menemukan dua kriteria literasi digital, yaitu kemampuan sumber daya manusia dan tata kelola pelayanan terhadap masyarakat. Kategori kemampuan sumber daya manusia yang dibutuhkan adalah partisipasi SDM pada komunitas, keterbukaaan SDM dalam percepatan IT, dan peningkatan kemampuan sumber daya manusia. Sementara tata kelola pelayanan yang dibutuhkan adalah layanan publik, transparansi, dan kebijakan terkait literasi digital. Dampak dari literasi digital yang dirasakan masyarakat adalah peningkatan ekonomi masyarakat desa, adanya transparansi data, pencegahan cyber crime, informasi desa yang lengkap, pencegahan informasi hoax, peningkatan branding desa, integrasi data, layanan publik yang terintegrasi, kualitas pelayanan yang semakin baik, serta penyampaian aspirasi masyarakat desa semakin terbuka.

Ecotourism encompasses various forms of tourism which are implemented in accordance with the principles of sustainable development of the EU. They maintain a balance between the three pillars of sustainable development: economic development, sustainable use of natural resources, and respect for social and cultural values. Ecotourism in forests holds particular significance due to its ability to sustain the ecological, social, and economic integrity of these areas. Activities promoting access to forests focus on ensuring a safe and enriching experience for forest users while simultaneously conserving nature. In response to the needs of forest tourism and recreation enthusiasts, innovative developments and new information and communications technologies (ICTs) such as websites, web platforms, mobile apps, QR codes, and others are being introduced with increasing frequency. These technologies already have a wide range of applications in providing access to tourism information and services in other sectors of tourism management and are now supplanting conventional sightseeing information systems. This paper aims to present the activities currently underway in connection with the development of a new tourism and recreation offering in the forests owned by the State Treasury and managed by the State Forests National Forest Holding in Poland. The research involved conducting an environmental survey among representatives of all forest districts in Poland (n = 425). A questionnaire survey was created using the Microsoft Forms web-based programme and made available online to representatives of all State Forests’ forest districts in Poland participating in the Stay Overnight in the Forest programme. The scope of this paper covers the present day, with a primary focus on desk research and analysis of statistics and source materials pertaining to the period from 2007 to 2022, retrieved from internal documents and reports prepared by the General Directorate of the State Forests. The research demonstrated that technological innovations such as mobile apps, social media, websites, web portals, and YouTube TV, when employed for developing forest tourism and forest recreation in Poland, can contribute to the advancement of the forest’s non-productive role, namely, a social role and in particular, the tourism, leisure, and recreational function of the State Forests.
