“…In such a manner, it can be seen that the leaders in innovative development are predominantly regions with innovation clusters. Apart from this, based on the analysis and generalization of statistical information presented on the regional portals of the constituent entities of the Russian Federation, the following trends were revealed: Foremost attention in regions with large population size is paid to the development of interaction between regional authorities and society, which is manifested in the areas of projects’ implementation (e-reception, e-government, e-procurement, e-administration); Regions with a low population density set the focus on projects related to education and/or healthcare; these regions have difficulties in access to the appropriate infrastructure, which is one of the main conditions for effective digitalization (Groshev and Krasnoslobodtsev 2020 ); The most developed regions in the field of industrial production are characterized by the presence of comprehensive digital development programs. …”

“…Например, ученые, придерживающиеся институциональной теории высказываются за сильное влияние национальной культуры на организационную через институциональный изоморфизм, в то время как ученые, исследующие организационную культуру утверждают, что организации способны создавать уникальные культуры, которые могут укрепить их конкурентное преимущество [1; 2; 17]. Во всяком случае, исследования показывают, что это может вызвать различные большие или меньшие кризисы, влияющие на функционирование организационной системы [1][2][3][4][5].…”

“…Sharifyanov [13] explains this phenomenon with a deficit of the infrastructure between the center and remote areas, as well as with the weakening and dispersal demand for digital products given the urbanization and population reduction in remote areas, primarily loss of young inhabitants. Groshov and Krasnoslobodsev [14] note a significant correlation between the digitalization index and the creativity index, which is not only determined by the specifics of the production specialization of regions (the service sector for "creative regions" and material production for "not creative" ones). This effect also prevents the development of "creative" activity in regions with "digital poverty".…”
