Do Authors Deposit on Time? Tracking Open Access Policy Compliance

Abstract: Recent years have seen fast growth in the number of policies mandating Open Access (OA) to research outputs. We conduct a largescale analysis of over 800 thousand papers from repositories around the world published over a period of 5 years to investigate: a) if the time lag between the date of publication and date of deposit in a repository can be effectively tracked across thousands of repositories globally, and b) if introducing deposit deadlines is associated with a reduction of time from acceptance to publ… Show more

“…Martín-Martín et al (2018) used Crossref's license metadata to analyze OA levels across all countries and fields of research. Publications dates allowed researchers to study the time lag between the date of publication and date of deposit in a repository for OA publications (Herrmannova et al, 2019). The metadata about the journal volumes was used (Khoo, 2019) to examine the price sensitivity of OA authors in the context of increasing article processing charges and by Matthias et al (2019) to study journals that converted from OA to a subscription model.…”

“…The Australian Code for the Responsible Conduct of Research devolves responsibility to institutions to develop and maintain OA policies (Australian Government, 2018), but the results this study demonstrates that only 20 (50%) of universities have a formal OA policy. This finding is particularly concerning given the wealth of evidence from around the world that confirms the positive impact of strong and consistent OA policies (Herrmannova et al, 2019;Huang et al, 2020;Larivière & Sugimoto, 2018;Rieck, 2019;Robinson-Garcia et al, 2020).…”

“…Another example from the tested countries, Brazil, has a fairly low number of funder (1) and institutional policies (22) -especially when compared with the number of universities in the country -and its OA percentage is slightly lower than Portugal's. A recent study [8] discovered that the UK is a leader not only in the growth of OA but also leads in the shortest time lag, by observing that strict time limited deposit requirements increase OA counts. If we take into account the number of funders and institutional OA policies, they seem to contribute to the growth of OA in the country.…”

“…In this research, we examined OA performances of eight countries -Austria, Brazil, Germany, India, Portugal, Russia 7 , United Kingdom and United States -and their universities, which are included in the Times of Higher Education World University Rankings 2020 (THE WUR) 8 . In contrast to other similar tools 9 , 10 , THE WUR provides a direct indicator of how universities rank with regards to research as well as citations.…”
