“…Municipalities that did or did not outsource their tax collection differ in various ways. Following Yamada and Arai (2020), we overcame this limitation by using stratified random sampling. We stratified the municipalities into several strata, making sure that the differences in municipality‐level variables were not statistically significant.…”
