This paper investigates the effect of the One Belt One Road (OBOR) initiative on China's outward foreign direct investment (OFDI) using a dataset of all host countries for the period of 2010-2015. The employed econometric technique combines a difference-in-differences estimator with matching techniques. The results show that China's OFDI in OBOR countries is about 40% higher than in non-OBOR countries. After the initiative, the OFDI from China increases by 46.2% in OBOR countries. However, after controlling for the heterogeneity across OBOR and non-OBOR countries using the matching approach, the significance of the increasing effect caused by the OBOR initiative disappears. We also find the OBOR initiative diminishes the resource-seeking motivation and improves the market-seeking motivation of China's OFDI. Our results cast doubts on the infrastructure-led and institution-based strategy of the OBOR initiative, but support the boosting effect of the OBOR initiative on institutional cooperation and cultural convergence. Thus, the OBOR initiative is a sustainable continuation and development of the long tradition of economic, institutional, and cultural convergence with the OBOR countries, rather than a temporary policy shock.

High-speed railway (HSR) network building was initiated in China in the early 2000s, and full-scale construction began several years later as a larger use phase started in 2008. Thereafter, the expansion speed has been impressive. Network investment could be considered as a success, if evaluating the amount of high-speed railway usage already during the expansion phase. The diffusion models built in this research show that expansion in the network and growth of the passengers will continue at least until the following decade. The performance is evaluated in terms of DEA efficiency model. It is shown that efficiency started from very low levels, but it has been increasing together with the expansion of HSR network. Currently, the efficiency is near the level of the leading European High-speed (HS) countries (Germany and France). However, it is projected with linear model and by Bass diffusion models that the efficiency will reach Japanese and South Korean standards in the next decade. A somewhat larger network length with smaller relative growth of passengers, but with a higher growth of passenger-km seems to be able to reach even the frontier efficiency.

Green Suppliers Performance Evaluation in Belt and Road Using Fuzzy Weighted Average with Social Media Information

A decision model for selecting a suitable supplier is a key to reducing the environmental impact in green supply chain management for high-tech companies. Traditional fuzzy weight average (FWA) adopts linguistic variable to determine weight by experts. However, the weights of FWA have not considered the public voice, meaning the viewpoints of consumers in green supply chain management. This paper focuses on developing a novel decision model for green supplier selection in the One Belt and One Road (OBOR) initiative through a fuzzy weighted average approach with social media. The proposed decision model uses the membership grade of the criteria and sub-criteria and its relative weights, which consider the volume of social media, to establish an analysis matrix of green supplier selection. Then, the proposed fuzzy weighted average approach is considered as an aggregating tool to calculate a synthetic score for each green supplier in the Belt and Road initiative. The final score of the green supplier is ordered by a non-fuzzy performance value ranking method to help the consumer make a decision. A case of green supplier selection in the light-emitting diode (LED) industry is used to demonstrate the proposed decision model. The findings demonstrate (1) the consumer's main concerns are the "Quality" and "Green products" in LED industry, hence, the ranking of suitable supplier in FWA with social media information model obtained the difference result with tradition FWA; (2) OBOR in the LED industry is not fervently discussed in searches of Google and Twitter; and (3) the FWA with social media information could objectively analyze the green supplier selection because the novel model considers the viewpoints of the consumer.
