Does the low-carbon city pilot policy achieve the synergistic effect of pollution and carbon reduction?

Abstract: A scientific assessment of the synergistic effect of the low-carbon city pilot policy in reducing air pollution and carbon emissions is needed to promote carbon peak and carbon neutrality. This study applied the Spatial Durbin Model-Difference in Difference technique to investigate the synergistic effect of air pollution and carbon emission reduction through the implementation of the low-carbon city pilot policy. The main results are as follows. (1) A spatial phenomenon was observed, in which there was a coexi… Show more

“…In this paper, "pollution" in reducing pollution and carbon refers to air pollution in environmental pollutants. The results of spatial analysis show that the areas with serious air pollution are highly overlapped with the key areas of carbon dioxide emissions [21]. Considering that it is difficult to make a unified comparative analysis of water, gas, soil and solid waste, this paper only selects air pollution to calculate.…”

“…From an ecological standpoint, while the original intention of LCCPP is primarily to reduce greenhouse gas emissions-which it has indeed achieved by significantly improving carbon emission efficiency [33]-there has also been continuous improvement in energy utilization efficiency due to a decrease in energy-consuming industries' proportion and advancements in green technology innovation within enterprises. Consequently, this generates a "joint governance" effect for air pollution and carbon emission reduction [22,34], ultimately leading to improved ULGUE. Based on the above analysis, this paper proposes research hypothesis 1.…”

“…Second, the duplication and singularity of LCP tools have led to the lack of ILCD efficiency. The government's extensive use of targetsetting instruments in promoting low-carbon development has resulted in duplication of resources, poor marketization, and a single form of policy instruments, which has reduced social participation and equality of opportunity, creating a silo of lack of coordination and integration between low-carbon development and inclusive growth [12], resulting in low ILCD efficiency. The above-mentioned practical problems make the regional ILCD lack a clear LCP as a basis, which leads to an imperfect long-term mechanism and thus hinders the transformation of results.…”
