Resource management can determine the success or failure of construction projects and is indispensable in frame construction owing to the numerous resources allocated. Various research methodologies have been proposed for successful resource management, but they have not been conducted from a microscopic point of view such as activity. This paper quantitatively analyzes the impact of a concrete pouring team allocation on the project from a microscopic point of view, and proposes a framework for allocating the optimal team. Firstly, a time-dependent queueing model-based method is proposed for evaluating the influence of the pouring team for foundation concrete pouring. Data from large-scale apartment project cases in South Korea were used to verify this framework. Using time and cost metrics, the impact of the pouring team on the project was quantitatively analyzed. Finally, comparative analysis was performed to compare the concrete pouring team costs, including the average server cost and waiting cost before and after optimization. The proposed method reduced the total pouring team cost by 26.27% (KRW 35,547,600); it can help determine the optimal number of concrete pouring teams required for frame construction and improve the performance of construction projects from the process planning stage itself, by ensuring appropriate resource planning. However, since a single case was used, it is necessary to apply the proposed framework to actual construction after analyzing various cases in future studies.

In the ever changing marketplace where construction entities are either competing or cooperating, the chance to achieve a higher gain boosts up once the players in the market understand the rules. Game theory as a recognized mathematical set of principles evaluates the competition and cooperation between intelligent, rational decision-makers. Competitive, AKA, noncooperative game theory as one of the main branches of game theory, studies the likelihood of the outcomes and behaviours of decision makers in a set of rules based on outsmarting other players by considering their objectives, behavioural characteristics, and possible countermoves. The players in this game set are those who give priority to their own personal objectives and achievements. On the other hand, cooperative game theory, as the foundation to most of the unicorns in the market place, deals with the interaction of players who has the public benefit as their objective. It provides valuable insight for the adoption of various strategies in order to utilize the resource-sharing and also lays a fair foundation so that players could benefit from the outcome. A survey had been conducted in this study to identify the importance of 4 major departments in a construction company. The principles of cooperative game theory, then, had been imposed on the data collected.

This study aims to present a novel Self-regulating and Intelligence Meta-Heuristic-Fuzzy approach (As Methodological Contribution) for integrated and optimal Human Resource Allocation (HRA) in normal and critical conditions at SMEs (As Conceptual Contribution). In this research, a mathematical model of human resource allocation problem is presented, and then Sugeno Fuzzy Inference (SFI) model is used in the tasks rate adjustment layer. The SFI model is the main part of developing Gray Wolf Optimization (GWO) algorithm to reach the integrated and optimal allocation of available human resources under self-regulating attribute in the novel approach. The novel approach has tested and compared to the best researches using data previous researches and by the top five proposed methods in the researches (Includes: SGA, PRS, SRS, MIP, HM) based on three methods of evaluating the quality of solutions (GA-FSGS, MP-FSGS, GA-SGS). The results showed that increase of Ω from 15,000 to 25,000, and HM and SGA clearly performed better than other previous cases in the larger B100 and B200 datasets. Also, it is verified that the method had better results compare to all previous solving methods, and the quality of the solutions have been the best.
