Abstract:Purpose
This conceptual paper aims to develop the vision of a novel policy tool called the digital industrial cluster (DIC) thought for a future context shaped by digital economies and Industry 4.0. The DIC departs from the industrial cluster’s precepts and take them into the digital agglomeration phenomenon.

(1) Background: Virtual agglomeration reshapes the organizational form and drives the sustainable development of the manufacturing industry. How to measure the virtual agglomeration level of the manufacturing industry is an important and difficult problem for current research. (2) Methods: In this study, we constructed a social network for the virtual agglomeration of the manufacturing industry, with each industry representing a node in the network. We also measured the virtual agglomeration level of the overall manufacturing industry using the network edge number and network density indicators in the social network analysis method. Each sub-industry virtual agglomeration level was measured using the point centrality index. Furthermore, the virtual agglomeration characteristics of the manufacturing industry were examined through cluster analysis and core–periphery analysis. The data sources include the supply chain statistics and virtual agglomeration text data of manufacturing enterprises. The virtual agglomeration text data were obtained with the help of Python crawler technology. Two types of data were matched, and the virtual agglomeration data of 29 manufacturing industries in China from 2012 to 2022 was obtained. (3) Results: The virtual agglomeration level of the overall manufacturing industry is constantly improving, but there are large differences among different industries. Moreover, the virtual agglomeration of the manufacturing industry has the characteristics of both specialization and diversification. The virtual agglomeration social network of the manufacturing industry is experiencing an evolution process from a “core–periphery” structure to a “core–semi-periphery–periphery” structure. (4) Conclusions: This study provides a theoretical basis and practical reference for improving the virtual agglomeration level of the manufacturing industry.

This paper presents a quantitative cluster mapping methodology for traded industries, adapted for the Spanish case; also explores the correlation between the existence of clusters and regional performance. e study is made at NUTS-2 level, and a total of forty-seven out of eighty-eight 2-digits codes for CNAE2009 are analyzed; ICT Index and Industry 4.0 Index are also designed and computed. A six-step methodology is applied departing from cross-industry linkages and implementing clustering algorithms; one set of clusters is elected and mapped over territory. The correlation analysis shows that a high number of clusters based on absolute employment data is positively correlated with variables associated with competitiveness, education, ICT adoption, and Industry 4.0, while no significant correlation is found for GDP per capita nor earning per worker.

The article is devoted to the analysis of innovative approaches to territorial planning as a key factor in supporting the sustainable development of agglomerations in the post-war period. The relevance of the research is determined by the need to develop and implement new development strategies that take into account modern challenges and ensure effective use of the resources of agglomeration associations. In the post-war period, agglomerations became critical factors for economic and socio-cultural development. However, insufficient attention to innovative approaches in territorial planning may threaten their sustainable development. The study is aimed at identifying key innovative strategies
