Revisiting income convergence in Turkey: Are there convergence clubs?

This paper investigates club convergence in per capita income across 81 NUTS‐III regions in Turkey over the 1987–2017 period using the procedure suggested by Phillips and Sul. Based on a nonlinear factor model that allows for transitional heterogeneity, our econometric approach enables us to test the presence of convergence clusters and to examine their transitional behavior. We obtain strong evidence that there is no absolute or conditional convergence but convergence clubs across Turkish regions: five clubs in the first period covering 1987–2001 and six clubs in the second period covering 2004–2017. The geographical distribution of clubs suggests a clear separation between the eastern and the western regions of Turkey for both periods. While geography may be destiny, results from an ordered logit model reveal that initial income per capita, human capital, and total credits are the most important determinants of convergence clubs in Turkey.

This paper analyzed the foreign policy adjustment in Turkey's current ruling party government period, and the impacts of Arab Spring on the Turkey-MENA region trade. For this purpose, Tinbergen's Gravity Model that is regarded as the workhorse of the empirical international trade model was run by augmenting it with foreign policy adjustment dummies (political shift and Arab Spring), political violence, corruption, free trade agreements, regional and trade agreements. With these policy dummies, we analyzed the impacts of Turkish foreign policy adjustment tools on Turkey and MENA region trade. Estimation results showed that the increase in political connections and concentration in the MENA region had positive impacts on Turkey and MENA regional trade. In contrast to this, the post-Arab Spring period had negative impacts on trade. Empirical results showed that soft power tools for policy activism such as visa liberalization programs, free trade agreements, preferential trade agreements, highlevel economic corporation councils had positive impacts on bilateral trade. But coercive policies and being part of regional conflict had negative impacts on bilateral trade. Contribution/ Originality: This paper contributes to the existing literature by analyzing the Arab Spring impacts on bilateral trade and investigating the economic background of Turkey's foreign policy changes. This study investigates the new power balances in Turkey's new state spaces by looking at the new alignments that have been confronting the historically constituted secular capitalists. Through the emergence of Anatolian Tigers and the institutional/organizational capacity they have been engendering, this study aims to assess the extent to which Turkish business climate is inflicted with a transformation between "a secular, Turkish Industrialists and Businessmen Association (TÜSİAD) led historically established business interests and conservative, Independent Industrialists and Businessmen Association (MÜSİAD), Association of Anatolian Businessmen (ASKON), Turkish Confederation of Industrialists (TUSKON) and Industrialists and Businessmen Associations (SİADs) led entrepreneurial activism". While there have been efforts to distill a 'new' mode of economic development for Turkey, its dynamics and form are still debatable. In this picture, the post-2002 Justice and Development Party (AKP) era and the emergence of new state spaces represent the prioritization of economic interests over others, resulting in a concerted but yet competitive business climate unlike the previous era. Then, what are the peculiarities of this new era and how can these peculiarities be better understood to make more sense of the emerging business climate in Turkey?
