Relevance. In modern conditions, there is a significant transformation of the business sector. Technological development becomes the driving force of economic growth and the object of the country's strategic development, since technological enterprises form the basis of technological development. Currently, there are several types of entrepreneurial structures that take place in the modern economy: technological entrepreneurship; entrepreneurship of digital technologies; digital business. In modern conditions, scientific and technological progress is accelerating at a double rate, as the information space is expanding both inside and outside the country. The development of technological entrepreneurship requires a developed innovation ecosystem that creates favorable conditions for the creation of advanced technologies and technological solutions. Modern entrepreneurship is developing in various directions, based on advanced technologies and digital transformation. Despite the rapid technological growth of Russian companies, there are a number of problems hindering further development. However, in the current conditions of sanctions pressure and a complex geopolitical situation, the technology sphere on the Russian territory is waiting for big changes in terms of infrastructure and institutional issues, which determines the relevance of the scientific research presented in this paper. The purpose of the study is to substantiate the role of public administration in innovation and technological development. Objectives: to consider the mechanism of state regulation and state support for technological entrepreneurship and to analyze the current state of innovation and technological development. Methodology. The study is based on a review of the works of domestic economists, the study of the regulatory framework on the research topic and the analysis of statistical data. Results. In the course of the work, the current state of the technological development of the Russian Federation was analyzed, the key indicators of innovative and technological development were analyzed, the main problems and features of technological entrepreneurship at the present stage were characterized, the legal framework for technological development, which forms the structure and principles of the functioning of the technology market, was considered. Conclusions. Based on the results of the study, it can be concluded that in the near future the state is waiting for the development of the domestic technology market, which contributes to technological development.

Relevance. The economic success of any state is inextricably linked with the development of education, science and innovative technologies based on them, which contribute to the growth and development of the country as a whole, as well as the creation of conditions for further human development. Attention to the problem of human resource management has increased in recent years, due to the increasing gap between ongoing changes in production (orientation towards innovative development) and their actual state.The development of new technical principles and technologies requires certain models of thinking and action, which are put into practice through the human resource development system. Therefore, when determining the role of human resources in the technological development of countries, it is necessary to pay special attention to education, which is a powerful engine of economic growth that increases the efficiency and competitiveness of national economies. The ongoing changes will require people to develop fundamentally new skills and competencies necessary to participate in the creation and dissemination of digital technologies.The purpose of the study is to identify the relationship between human resources and technological development of the state.Objectives: to analyze the quantity and quality of human resources of the Russian Federation and countries close in terms of technological development, to consider the level of education and the level of economic activity of the population in the Central Federal District and the Kursk region.Methodology. The study is based on a review of the works of domestic economists, analysis of statistical data.Results. In the course of the work, the place of the Russian Federation in the global innovation rating was analyzed, a comparative analysis of the quantity and quality of labor resources with countries in similar positions of the rating was carried out, a more in-depth analysis of the labor resources of the Russian Federation and the Central Federal District was carried out, the influence of human capital on the technological development of the region and countries as a whole was proved. Conclusions. Based on the results of the study, it can be concluded that human capital is recognized as an integral factor of economic growth.
Relevance. The Russian economy is moving to a new innovative level of development, and actively implemented projects in the field of digital transformation form the basis for creating a long-term and secure information and telecommunications infrastructure capable of providing high-speed transmission, processing and storage of large amounts of data, which will be available to a wide range of enterprises.The purpose of the study is to identify the role of technology transfer in the management of the regional innovation economy and current trends.Objectives: to study the indicators of Internet use by the population for ordering goods and services in urban and rural areas; to assess the dynamics of gross value added of the ICT sector and GDP; to assess the demand of economic and social sectors for digital technologies; to propose ways to solve these problems of digitalization of Russian enterprises.Methodology. The methods of system analysis, deduction and induction, analysis and synthesis are used.Results. Russian enterprises are experiencing significant difficulties in the process of technology transfer to the digital space due to the lack of deep readiness to accept and use open innovations, as well as due to restrictions on the free exchange of intellectual property results and insufficient level of asset sharing. These factors can slow down the pace of technology transfer of enterprises and create obstacles to their competitiveness in today's digital business environment. It is necessary to actively develop technology transfer mechanisms that promote the exchange of knowledge and resources in order to increase efficiency to the new challenges of the digital economy.Conclusions. Economic measures of technology transfer, including bans on access to foreign digital products and services, have not only negative consequences. Currently, consumers in Russia who are accustomed to using digital solutions from foreign manufacturers are faced with the need to switch to domestic analogues of technology as a result of the restrictions imposed.
