Abstract. The number of disasters due to natural hazards and climate change are on the rise. Within the last decade the world has experienced the most frequent and impactful disasters. The year 2015 was the hottest year ever and the associated disaster impacts have drastically increased the cost to the society socially and economically. The Asia Pacific region has 10 been the place where these disasters occur the most. Indonesia, one of the countries in this region, is one of the most at risks from disasters and climate change impacts in this region.This paper aims to do a systematic literature review on published academic materials related to hazards, risks, disaster risks reduction (DRR) and climate change in Indonesia. Systematic literature review is defined as systematic or evidence-based literature reviews with explicit and transparent methods and follows a standard protocol or a series of stages so that bias can 15 be reduced and more importantly able to provide a comprehensive body of knowledge. While there is a vast material that have been published related to hazards and DRR on Indonesia, there has not yet a literature review that examines these materials in a comprehensive and systematic way. This systematic review is important since it outlines recent research progress over time which can help to determine which topics have been heavily researched and thus seeks to recommend future research needs. The author conducts a multi-staged literature review to study publications that are indexed within 20 SCOPUS. Multi-stage processes are taken to determine inclusion and exclusion for more relevant findings. The author also consults authors' and organizations profiles from Google Scholar, Research Gate, to determine gender, affiliations, and extent of publications.The first stage of search from Scopus gives a list of 5253 publications by which after second stage gives 1478 publications and third stage gives a final most relevant publication of 744. The findings are outlined in two parts. One on the results of the 25 analysis in terms of times of publications, most active researchers and research organizations, most cited papers, and categorization of major research topics. The other one is on the examinations on the roles of Indonesian authors and organizations in publishing in international journals, involvement in highly cited papers, and how collaborations have taken place amongst Indonesian and international researchers and organizations. This thus led to recommendations for capacity building in research in Indonesia. 30The findings on the first part are as follow. The final selected publications are categorized into three major topics of (1) hazard, risks and disaster assessments (HRD), (2) disaster risk reduction (DRR), and (3) climate change vulnerability, impacts and adaptation (CC). In Jakarta, climate change has been detected through rising air temperatures, increased intensity of rainfall in the wet season, and sea level rise. The coupling of such changes with local anthropogenic driven modifications in the environmental setting could contribute to an increased probability of flooding, due to increases in both extreme river discharge and sedimentation (as a result of erosion in the watersheds above Jakarta and as indicated by sediment yield in the downstream area). In order to respond to the observed and projected changes in river discharge and sediment yield, and their secondary impacts, adaptation strategies are required. A possible adaptation strategy is through policy making in the field of spatial planning. For example, in Indonesia, presidential regulation number 54 year 2008 (Peraturan Presiden Nomor 54 Tahun 2008 -Perpres 54/2008) was issued as a reference for the implementation of water and soil conservation. This paper assesses the impact of climate and land cover change on river discharge and sediment yield, as well as the effects of Perpres 54/2008 on that river discharge and sediment yield. The spatial water balance model STREAM (Spatial Tools for River Basins and Environmental and Analysis of Management Option) was used for the runoff computations, whilst the SDAS model (Spatial Decision Assistance of Watershed Sedimentation) was used to simulate erosion, Sediment Delivery Ratio, and sediment yield. The computation period is from January 1901 to December 2005, at the scale of the following watersheds: Ciujung, Cisadane, Ciliwung, and Citarum. During the 20 th century, computed average discharge in the downstream area (near Jakarta) increased between 2.5 m 3 s -1 /month and 35 m 3 s -1 /month, and sediment yield increased between 1×10 3 tons/year and 42×10 3 tons/year. These changes were caused by changes in both land cover and climate, with the former playing a stronger role. Based on a computation under a theoretical full implementation of the spatial plan proposed by Perpres 54/2008, river discharge would decrease by up to 5% in the Ciliwung watershed, and 26% in the Cisadane watershed. The implementation of Perpres 54/2008 could also decrease the sediment yield, by up to 61% and 22% in the Ciliwung and Cisadane watersheds respectively. These findings show that the implementation of the spatial plan of Perpres 54/2008 could significantly improve watershed response to runoff and erosion. This study may serve as a tool for assessing the reduction of climate change impacts and evaluating the role of spatial planning for adaptation strategies.

Abstract. Indonesia is one of the most vulnerable countries from disasters and climate change. While there have been a proliferations of academic publications written on issues related to natural hazards, disasters and risk reduction, and climate change risk in Indonesia, there have not been any review done systematically to determine the progress, key topics discussed and which topics needed to be researched further. The author did a systematic literature review on related publications that 10 are indexed within SCOPUS database with the timeline from 1900 to 2016. The findings are outlined in two parts. The first part focuses on the research topics. It is found that the publications can be categorized into three major topics of (1) natural hazard, risks and disaster assessments (HRD), (2) disaster risk reduction (DRR), and (3) climate change risks, vulnerability, impacts and adaptation (CC). More than half are on HRD, focusing on volcanic eruption, tsunami and earthquake. Research on DRR focuses on governance, recovery and reconstruction, early warning systems. Those on CC are mainly on emission 15 reduction, forestry, governance, and impacts. The second part focuses on roles of Indonesian researchers and organizations in these researches. Findings show limited progress in research, publications and collaborations. International/ nonIndonesian authors dominate the number of researchers and only half of the publications are co-authored by Indonesians.Moreover, international collaborations took place only by limited Indonesian organizations. This could be contributed by limited experiences on collaborations, power play amongst researchers, lack of capacity for research, weak English academic 20 writings capacity, and lack of incentives for international collaborations and publications within the Indonesia higher education system.
