Innovative development ensures high efficiency and competitiveness in production. However, project activities and sufficient investments are needed in order to encourage innovation. In this way, the relevance of studying the feasibility of project activities in the context of innovative development is growing. This study is aimed at developing tools for auditing the innovative potential of an enterprise, which could be used for investigating the relationships between the dynamics of the innovative potential and the project performance figures grouped by investment categories. The paper examines the impact of project activities on the innovative potential of an enterprise and its innovative position in the industry. The suggested instrumental approach was tested on some enterprises operating in the construction industry. The testing allowed us to rank the enterpris es in the industry using open data and to study the relationship between the types of investments made into projects by a particular enterprise and its innovative position. To identify the dependencies, we recommend using correlation and regression analysis. The significance of the approach is in its versatility, since it can be adapted to the conditions of operation in any industry, provided there is sufficient data.

The purpose of this work is to develop proposals for improving the methodology for assessing the innovative development of the socio-economic system of Russian regions based on the achievements of international theory and practice in this field of research. To accomplish the task, the authors considered both conceptual and empirical approaches to the assessment of regional innovation systems in modern conditions of development. The article presents a new structure of the integral innovation index of the regions of Russia based on a critical review of the results of well-known scientific research and approaches that are used by leading development institutions. The authors have proposed the grouping of primary indicators into subindexes, reflecting the potential, conditions for development, activity and effectiveness of the innovation system of the region. The calculation of the value of the final integral index is carried out by taking into account the weights of the subindexes, while the study presents theoretical and practical developments that largely shift the emphasis on the effectiveness and efficiency of innovation activities. Special attention is paid to the interpretation of assessment results. Based on the range of possible values it was proposed to group regions by the identified types of innovation systems. The authors have tested the developed method on the example of the subjects of the Central Federal District of Russia, the results of which are illustrated by the innovation map of the regions. Based on the clustering of assessment results, a typology of regional innovation systems has been developed reflecting their heterogeneity. The work substantiates the need for a differentiated innovation policy for different types of regions, taking into account the complex of identified barriers and weaknesses. This will allow to level the obstacles to regional innovation and industrial growth. Thus, we are talking about the need to form a “smart strategy” of the region’s innovative development.

The study is devoted to the analysis of the innovative potential of enterprises in the construction industry. The creation of an effective cluster increases the country’s innovative potential, as well as the economic indicators of production activity of the construction industry enterprises. The investment and construction cluster will help to create the competitive advantages that the construction industry enterprises involved into it have. The study considers stages and principles of the investment and construction cluster formation. We propose an algorithm for assessing the innovative potential of the investment and construction cluster based on the results of a SWOT analysis. The study assesses the innovative potential of the investment and construction cluster. Based on multiple correlation and regression analysis, we developed an equation for the dependence of the gross regional product on the system of indicators characterizing the innovation activity of the investment and construction cluster.
