New management tools are required to enhance interaction between Russian companies and government agencies for innovation development. A major interactive tool are Government Relations (GR) communications promoting a new relationship model in terms of innovative system management. Interaction with the authorities is a major factor in innovation development, and the company's excellent reputation in the eyes of the authorities is a key element for business success and implementation of innovations. The study provides an explanation of the notion of 'Government Relations' (GR) and examines various academic approaches to GR in modern economics. We investigated the reasons for the development of GR at its present stage. The article looks at several GR tools in Russia public Relations (PR), public-private partnership and corporate social responsibility. We analyzed differences between lobbying and GR and demonstrated that lobbying is one of the key components (active phase) of GR activity. Data are provided on activities of the GR departments of major corporations of the Russian Federation. Furthermore, we examined the characteristics of PR development in Russia and substantiated the need for the implementation of GR into Russian enterprises and for training of highly qualified GR managers in Russia.

The processes of forming a new paradigm of the enterprise intensify within the innovative economy, based on the development of the intellectual capital doctrine, where intellect, knowledge and information play the key role, and this trend increasingly defines the level of the enterprise capitalization. At the same time, the current economic conditions have determined the emergence of many unpredictable dangers and threats to the existence and economic activities of enterprises. Issues of economic security become urgent at the present stage of the economic science development. The article reveals specific signs of the concept of the corporation's "intellectual capital" and considers approaches to understanding the corporation's economic security. The author understands the strategy of managing the corporation's intellectual capital in the policy of ensuring its economic security as an organized set of systematic focused measures taken by corporate management (or authorized persons) to prevent and neutralize the influence of external and internal factors that form threats to the intellectual capital of the corporation, which requires to develop a system of indicators for assessing the level of protecting the intellectual capital for diagnosing the state of managing the protection of the corporations' intellectual capital.

The present article considers the possibilities of the paradigm of socio-cultural interaction when analyzing international relations. Traditional activity approaches in explaining this interaction are critically assessed, and the main situations of interstate interactions that have a socio-cultural importance are analyzed. The offered problematisation when studying global strategies of interstate relations in terms of socio-cultural interaction makes it possible to consider desirable strategies and scenarios for improving intercultural communication and international cooperation. Possible prospects on changing the basic benchmarks of the globalization processes based on sociocultural interaction for its further humanization are outlined. The revealed mechanisms of the dynamics of socio-cultural interactions when moving from one situation of interaction to another, as well as the role of the cultural reality formed for this purpose and overcoming the one-sidedness of economism in international relations can provoke the researchers' interest. The offered analysis of the situations of socio-cultural interaction enables the authors of the article to clarify some positive opportunities of the globalization in the overall civilization development and intercultural dialogue of all countries of the world community. The results given in the article in relation to studying the main reasons of the discrimination in interstate relations and offers on overcoming it by using the spiritual and moral potential of the world culture are also of great importance.
