New energy vehicles have better clean and environmental protection characteristics than traditional fuel vehicles. The new energy engine cooling technology is critical in the design of new energy vehicles. This paper used oneand three-way joint simulation methods to simulate the refrigeration system of new energy vehicles. Firstly, a k-ε turbulent flow model for the cooling pump flow field is established based on the principle of computational fluid dynamics. Then, the CFD commercial fluid analysis software FLUENT is used to simulate the flow field of the cooling pump under different inlet flow conditions. This paper proposes an optimization scheme for new energy vehicle engines' "boiling" phenomenon under high temperatures and long-time climbing conditions. The simulation results show that changing the radiator's structure and adjusting the thermostat's parameters can solve the problem of a "boiling pot." The optimized new energy vehicle engine can maintain a better operating temperature range. The algorithm model can reference each cryogenic system component hardware selection and control strategy in the new energy vehicle's engine.

ResumeNowadays, the world is facing many challenges that require a fast environmental and energy transition, but some obstacles have been found. A gap analysis has been made and the conclusion is that there are flaws in the eco categories distribution of different types of electric vehicles. A comparison is done and the conclusions are that hybrid electric vehicles (HEVs) and plugin hybrid electric vehicles (PHEVs) with smaller batteries are the most versatile, while the battery electric vehicles (BEVs) are good primarily for urban driving. The BEVs reduce the urban pollution, but the global ecological effects are rather controversial and their usage still has many limitations. A discussion of adequate options and solutions for the transport pollution and energy problems is presented. The ultimate goal is to provoke adjustments in government transportation policies towards appropriate solutions that solve today's pollution problems in better and more adequate way.

The "smart city" concept is based on the wide use of information and communication technologies. The Internet of Things is the key to the new opportunities to collect and analyze the data needed to create a more pleasant environment. It will connect all the smart-city elements and turn them into a coherent mechanism. Under many definitions, a smart city is a city with good functionality and a perspective on the economy, management, mobility, and environment. At the same time, the city is "sustainable" if it is composed of activities of independent and conscious citizens who can make their own decisions. For the further development of the current smart cities and also the contenders for that title, constant state support for new projects is necessary. After discussing the general criteria for smart cities, the authors considered smart cities in Serbia. Also, they discussed the application of the geographic information system, activities of communal services, eGovernment, and some solutions that are already in use. The authors gave a critical review of shortcomings in practice and inconsistencies in the smart-cities creation in Serbia. They pointed out that the authorities are taking steps toward the digitalization of cities, trying to involve citizens in the decision-making process, realizing that the development of smart cities has a positive impact on the national economy. But also, it must be done more decisively and efficiently, primarily in the field of legislation and project financing.
