Emergency Logistics Issues Affecting the Response to Katrina

Abstract: Extreme events pose serious logistical challenges to emergency and aid organizations active in preparation, response, and recovery operations, because the disturbances they produce have the potential to turn normal conditions suddenly into chaos.
