Referendums often fail to live up to a deliberative standard, with many characterised by low levels of knowledge, disinterest and misinformation, negativity, and a focus on extraneous issues to which voters are voting. But social media offers new avenues for referendums to incorporate a greater deliberative dimension. Through a content analysis of BBC discussion forums, we test whether online discussion of the Scottish independence referendum has deliberative characteristics. Results suggest a mixed picture with conversation displaying some deliberative features (low incidences of flaming/discussion of referendum issues).However, low levels of discussion intensity, dominance by a few, little knowledge exchange, and high gender inequality illustrate that online referendum discussion lacks deliberative characteristics, implying that social media are not a panacea for referendum deliberation.

Este é um artigo publicado em acesso aberto (Open Access) Resumo: A discussão informal tem despertado crescente interesse em estudos sobre deliberação.Contudo, são raros os estudos que examinam o engajamento das pessoas em contextos conflitantes. Este artigo investiga o modo pelo qual sujeitos de grupos sociais em conflito fazem uso de razões concorrentes que circulam nos media para negociar suas opiniões sobre uma "questão sensível": a redução da maioridade penal. Para tanto, foram realizados cinco grupos de discussão em Belém (PA) e Belo Horizonte (MG), com policiais militares e moradores e adolescentes de periferia. A partir da adaptação do Discourse Quality Index, este estudo analisa: as justificativas expressas pelos participantes; o respeito entre os grupos; o papel das histórias pessoais na discussão. Investiga-se, ainda, o fluxo de argumentos antes e após a apresentação do material dos media. Today, the imprtance of internet or web based communication is getting more and more important. These new web technologies, especially digital social networking sites, have created unique areas for online communication. There is an important literature on the use of these digital social networks, especially for political purposes. The main sources of motivation for the political use of social networks; the factors that prevent the use of these venues on the political basis; as well as the social effects or consequences of the political use of social media or social networks in democratic regimes are important issues. In this way, the tendency of young citizens, defined as net generation, to share social and political ideas in digital social networks and their attitudes towards using these venues as a platform of political expression have been examined. Young people's meanings that they assign to political activities in digital social networks, as well as how they evaluate the political activities in these settings as a part of their daily lives were analyzed empirically through quantitative and qualitative data. Bu yeni web teknolojilerinden özellikle dijital sosyal paylaşım ağları çevrimiçi iletişim için eşsiz alanlar yaratmıştır. Birçok farklı kullanım amacına hizmet eden bu ağların özellikle siyasal temeldeki kullanımına yönelik önemli bir literatür oluşmaktadır. Dijital sosyal ağların siyasal amaçlı kullanılmasındaki temel motivasyon kaynakları, bu mecraların siyasal temelde kullanımını engelleyici faktörler ve ayrıca bunun demokratik rejimlerde bireysel ve toplumsal düzeydeki etkileri veya sonuçları önem arz etmektedir. Bu yönde, çalışmada ağ kuşağı olarak tanımlanan genç yurttaşların dijital sosyal ağlarda sosyal ve siyasal fikirlerini paylaşma eğilimleri ve bu mecraları bir siyasal tartışma platformu olarak kullanmaya yönelik tutumları incelenmiştir. Başka bir deyişle, makalede genç kuşakların dijital sosyal ağlardaki siyasal içerikli etkinliklere yükledikleri anlamlar ve bu mecralardaki siyasal etkinlikleri gündelik hayatlarında nereye konumlandırdıkları meselesi nicel ve nitel veriler aracılığıyla ampirik düzeyde irdelenmiştir.
