Different scenarios at different scales must be studied to help define long term policies to decarbonate our societies. In this work, we analyse the Belgian energy system in 2035 for different carbon emission targets, and accounting for electricity, heat, and mobility. To achieve this objective, we applied the EnergyScope Typical Days open source model, which optimises both the investment and the operation strategy of a complete energy system for a target year. The model includes 96 technologies and 24 resources that have to supply, hourly, the heat, electricity, mobility, and non-energy demands. In line with other research, we identify and quantify, with a merit order, different technological steps of the energy transition. The lack of endogenous resources in Belgium is highlighted and estimated at 275.6 TWh/y. It becomes obvious that additional potentials shall be obtained by importing renewable fuels and/or electricity, deploying geothermal energy, etc. Aside from a reduction of the energy demand, a mix of solutions is shown to be, by far, the most cost effective to reach low carbon emissions.

Reducing emissions requires transitioning towards decarbonized systems through avoiding, processing, or offsetting. Decisions on system design are associated with high costs which can be reduced at the planning stage through optimization. The temporal variations in power demand and renewable energy supply significantly impact the design of a low‐emissions energy system. Effective decision‐making must consider such impact in a comprehensive framework that accounts for the potential synergies between different options. This work presents a mixed integer linear programming model that considers the impacts of energy supply and demand dynamics to optimize the design and operation of an integrated energy system while adhering to a set emissions limit. The model integrates renewable power with CO2 capture, utilization, and sequestration by considering H2 production and storage. The case study showed including negative emissions technologies and CO2 capture and processing with renewable energy allows achieving net zero emissions power.

Summary Energy system planning is a difficult task, since it involves long‐term decision‐makings with multiple dimensions: technical, economic, social, ecological, and political. The rise of distributed and multi‐energy systems including new technologies has further increased this complexity. Techno‐economic studies based on optimization models have recently received much attention in the literature. They are essential to grasp energy systems complexity and provide decision support. This work targets methodological issues related to local systems while comparing them with methods used at larger scales. First, a new framework providing a comprehensive vision of added values and limits of optimization models is presented. Then, the main methodological trends as well as several undertaken research paths are identified based on the analysis of more than 60 research papers. The review results are summarized in a complete and concise table. Finally, future research topics are discussed including the operational facets of investment optimization models in case of high intermittent energy shares, flexibility issues and long‐term operational decisions. The results provide useful information to modellers or researchers that look for appropriate and state‐of‐the‐art optimization methods, or aim to deepen current research paths. Hence, they will facilitate the planning and development of energy systems for the future.
