Estimating Sectoral and Geographical Industrial Pollution Inventories in India: Implications for Using Effluent Charge Versus Regulation

Abstract: Developing countries are increasingly concerned about the growing pollution levels in cities. Because of the lack of reliable information on the nature and magnitude of emissions/discharges from various industrial sources it is difficult for regulators to formulate cost-effective strategies for industrial pollution control. This article uses the Industrial Pollution Projection System database to estimate the industrial pollution load and the associated abatement cost, which can be used to design cost-effective… Show more

“…The environmental expense (EE) of a firm may depend on its efficiency level (Murty and Kumar, 2004;Pandey, 2005). In addition, the export orientation of a firm could play a key role in determining its EE, given the fact that export-oriented firms might feel greater incentive for upgrading their technology level (Maskus and Wilson, 2001).…”

“…In the literature on regulatory economics, numerous studies compare the efficacy of command and control approaches to more market-oriented mechanisms for water (Hanley & Moffat, 1993;Pandey, 2005) as well as air pollution control (Krupnick, 1986;Krupnick, Oates & Van de Verg, 1983;McGartland & Oates, 1985). Generally, such market-oriented mechanisms include instruments like taxes, permits and emission charges, which create an incentive for polluters to reduce pollution in lieu of paying penalties.…”

“…The economic situations have drasctically changed as well as scientific developments have been escalating rapidly since the beginning of the 21 st century. The world is facing environmental challenges, threats of resource and energy crisis, climate change, and environmental pollution (Pandey, 2005). Currently, the accomplishment of Sustainable Development (SD) goals cannot be ensured due to the environmental restrictions and paucity of resources.…”
