The research is devoted to the study of digital protectionism technologies, in particular, Internet censorship as a non-tariff barrier to digital trade and the determination of the strategic motives of states to use them. The reports ‘Freedom on the Net’ and ‘The network readiness index 2020’ acted as a basic data source for the study of modern instruments of government regulation of interactions in the digital environment. Internet censorship technologies have been considered in six countries with varying levels of Internet freedom: Russia, Belarus, Kazakhstan, Georgia, Armenia and Estonia. The key instruments of digital protectionism as a non-tariff barrier of the digital economy have been identified, such as: localisation requirements; restrictions on cross-border data flow; system of national protection of intellectual property rights; discriminatory, unique standards or burdensome testing; filtering or blocking; restrictions on electronic payment systems or the use of encryption; cybersecurity threats and forced technology transfer. Internet censorship technologies have been demonstrated and their influence on the strategic development of trade relations between economies in cyberspace has been determined. The scientific value of the article lies in substantiating the understanding of Internet censorship as a natural tool for regulating the development of a digital society and international trade relations. Each state at one time goes through a technological stage of development, which leads to the emergence of different levels of digital isolation and integration; and Internet censorship is a natural element in the system of building a national platform economy and consolidating the country’s internal technological and innovative advantages in digital realities.

Thousands of new publications appear every day in bibliometric databases, so the demand for document retrieval technology is growing. Bibliometrics makes it possible to perform a quantitative analysis of text publications; however, the problem of classifying complex videos with a high level of semantics remains unsolved. Meanwhile, short-form videos gain popularity and attract more researchers. Knowledge Graph seems to be a promising technology in this area. This technology makes it possible to modernize the information search infrastructure. The experiment involved 461 short-video studies. The material for the experiment was collected from the Chinese Social Sciences Citation Index (CSSCI) database. The bibliometric method was recognized as expedient for the analysis. The keyword mapping and clustering operations were performed using the CiteSpace software. The results demonstrate that short-form video research has been popular among Chinese scientists since 2017. Short-form video research focuses on five major topics, that is, development trends, modern media convergence, video production, visual content management, and short-form videos in the public sector. The present findings may be employed in future research to collect relevant samples with exact semantic relationships. The technology is not limited to specific applications and, therefore, may be useful in any field of research.

Modern tax Havens: the Experience of European Countries

This paper aims to assess the European tax havens in terms of corporate financial misconduct risks. The study relies on an index method developed by a group of economists belonging to the international non-governmental organization  the Tax Justice Network. The method allowed the authors to calculate the Corporate Tax Harbor Index (CTHI) and determine the role of a particular jurisdiction in global corporate financial misconduct risks. The study established a ranking of European tax havens and jurisdictions with features of tax havens and classified these tax havens based on corporate financial misconduct risks. The study found that European tax havens and tax haven jurisdictions accounted for nearly 40% of global corporate financial misuse risks in 2020. The classification of European tax havens according to corporate financial misconduct risks demonstrated that the Netherlands, Switzerland, the UK, Ireland, and Luxembourg accounted for more than half of the risks. The shares of Liechtenstein (1%), Monaco (1%), Andorra, and San Marino (less than 1%) did not exceed 3% of the European share of the global risk. The results show the need for adjustments to the regulatory policy of international organizations currently focused on fighting classic tax havens. Their real share of global misuse risks is very small compared to the share of 'gray cardinals' of the offshore market.
