Evaluating Public Health Interventions: 1. Examples, Definitions, and a Personal Note

Abstract: In the first contribution to a new section in AJPH that will address critical methodological issues in evaluations of public health interventions, I will discuss topics in study design and analysis, covering the most innovative emerging methodologies and providing an overview of best practices. The methods considered are motivated by public health evaluations, both domestic and global. In this first contribution, I also define implementation science, program evaluation, impact evaluation, and cost-effectivenes… Show more

“…The breadth of the field can be a barrier to use of implementation science, particularly for practitioners and policy makers approaching the area for the first time. [5, 10–14] As a result there have been several efforts to compile and standardize terms and definitions [7, 1518] as well as to identify and classify the plethora of frameworks and models that have been proposed [57, 1925].…”

“…In this series, I have 1,2 and will consider study design and analysis, describe the latest and most innovative emerging methodologies, and provide an overview of best practices. In the first column, 1 the one that to which Gargani’s letter responds, I defined four overlapping focal areas of inquiry: implementation science, impact evaluation, comparative effectiveness research, and program evaluation. Based on my review of the literature defining “program evaluation,” it appeared that the goal of program evaluation is typically intended to be specific for the program being evaluated, rather than aspiring to broader generalizability.…”
