“…Canada is still struggling to introduce a universal pharmaceutical scheme (Gagnon, 2010; Boothe, 2012; O’Brady et al ., 2015; Morgan and Boothe, 2016; Morgan et al ., 2016) and could well draw on lessons from Australia about a scheme which provides universal coverage, at a reasonable cost, albeit with structured co-payments.
