For a main control room (MCR) in advanced nuclear power plants (ANPPs), a team of three operators has been adopted to enhance the safety of all the operating conditions, including general, abnormal, and emergent. Therefore, to evaluate the workload of team operators in the MCR of NPPs would be one valuable issues in human factor engineering (HFE) research. The NASA Task Load Index (NASA-TLX) has been selected to measure the workload of operators in past studies. Some studies, however, indicated that the workload measured by the NASA-TLX did not have significant correlation with team performance. That is, assessing team workload using NASA-TLX alone may be a problem, and its sensitivity needs to be verified. In this study, a measurement called Team Workload Assessment (TWA) was developed to evaluate the team workload by characteristics of teamwork. The important characteristics of teamwork, including coordination, communication, support and leadership, and time sharing were developed in the questionnaire. Confirmatory factor analysis and Cronbach's α coefficient were used to examine the validity and reliability of the questionnaire. Finally, the team workload scores of the TWA were compared with the team workload scores of the NASA-TLX and the task performance was obtained from an experiment designed to verify the suitability of the TWA. As a result, it was found that the team workload scores of the TWA are more sensitive to task performance than are those of the NASA-TLX. Therefore, the TWA is available to measure the team workload in the MCR of NPPs. C 2011 Wiley Periodicals, Inc.

Increasingly nuclear power plant procedures, such as emergency operating procedures, are being presented in computer form with functionality to support operator use and management of the procedures. The U.S. Nuclear Regulatory Commission (NRC) currently has guidance for the review of computer-based procedures (CBPs); however, there remain CBP functions and human performance issues for which up-to-date guidance is lacking. The Institute of Electrical and Electronics Engineers (IEEE) has initiated a standard development effort to address the human factors engineering (HFE) aspects of CBP systems. When completed, it may provide guidance to supplement the NRC staff's review criteria. The purpose of our study was to evaluate the suitability of the IEEE Standard for use in the NRC's HFE safety reviews of CBP systems and to ensure that the guidance meets the NRC's standard for scientific and engineering rigor used in its own guidance development efforts. We established the following criteria with which to evaluate the Standard: (1) it should meet an existing need of NRC reviewers, (2) it should be based in sound HFE principles, (3) it should be thoroughly peer-reviewed, and (4) it should address CBP-related human performance issues identified in the literature. This report describes the methodology we used to evaluate each criterion. Our evaluation concluded that the Standard generally does meet these criteria, however several areas were identified for which additional clarifications are needed. Thus consideration of the Standard's use by the NRC is supported. The standard evaluation methodology developed in this study can be generally applied to the review of other HFE standards being considered for possible use or endorsement by the NRC.iii

This study examined the effects of human redundancy arrangements on performance in the execution of computerized emergency operating procedures. It was found that there was significant difference in completion time but no significant differences in error rate or subjective workload between single-operator and two-operator setups. For the two-operator setup, an unbalanced workload was found. Team completion time was significantly lower than the higher and averaged completion times of individual operators, but was not significantly different from the lower completion time of individual operators. The higher error rate of individual operators was significantly higher than the team error rate, but there were no significant differences between the team error rate and the lower and averaged error rates of individual operators. These findings indicate the complex nature of human redundancy when using digital systems.
