Mobile information and communication technology changed how people and businesses can benefit from government public services at any time and from anyplace. The success or failure of mobile government services is becoming more dependent on satisfying the needs and the expectations of both citizens and business organizations. This paper reviews and analyses some existing empirical studies that examine m-Government acceptance in some developing countries. Then, a new integrated conceptual model for examining some important key factors that may affect m-Government acceptance in Jordan from user perspective was proposed. An empirical test was conducted using a questionnaire to explore the effect of the following factors: Trust in mobile channel, trust in government, perceived usefulness, perceived ease of use, relative advantage, compatibility, complexity, service quality and user satisfaction on the behavioural intention to use m-Government applications. Finally, justification of the proposed integrated model and formulation of the associated hypotheses was conducted.

Many governments worldwide are taking advantage of the latest developments in mobile technology to take the digital delivery of government information and services (egovernment) to their citizens a stage further. Accessing government information and services via a mobile device is known as m-government, a system designed to serve citizens, companies and government agencies alike. M-government also has unique advantages over e-government, not least enabling users to access government services at any time and from any location. This paper presents a pilot study of the MGAUM model that was developed to analyze factors influencing the adoption rate of m-government services in Saudi Arabia. With the aim of validating a survey instrument with which to conduct the main study in Saudi Arabia, a pilot survey instrument was developed and modified by using previous instruments from research into both e-government and mgovernment. This pilot questionnaire was distributed to 71 Saudi citizens in the UK, and the final sample was 58 valid responses. The results of this pilot study reveal that all items in the survey instrument were reliable and valid within the range of acceptable academic research and suitable for use in the main study. The results of this pilot study were analyzed using SPSS.

This work is licensed under Creative Commons Attribution-NonCommercial 4.0 International License ÖZ Kablosuz ve mobil teknolojilerde yaşanan gelişmeler halka hizmet sunmada yeni bir kanal olan mobil devlete (m-devlet) olan ilgiyi arttırmıştır. Bu doğrultuda m-devlet uygulaması üzerinden sunulan hizmetlerin kullanıcılar tarafından benimsenmesi ve kullanılması kritik öneme sahiptir. Bu çalışmanın amacı, m-devlet kullanımını etkileyen faktörlerin belirlenmesidir. Literatür taraması sonucu m-devlet kullanımını etkilediği düşünülen yedi faktörden (bilgi kalitesi, güvenlik algısı, güven, hizmet maliyeti, kullanım kolaylığı, sosyal etki, yararlılık) oluşan kuramsal model ve çalışmanın hipotezleri oluşturulmuştur. Veri toplama aracı olarak M-Devlet Kullanımı Ölçeği (M-DKÖ) geliştirilmiştir. Çalışmanın verileri Ocak 2020 tarihinde Ankara'daki üç devlet üniversitesinde öğrenim gören 183 üniversite öğrencisinden toplanmıştır. M-devlet kullanımını etkileyen faktörlerin belirlenmesi için hazırlanan ölçeğinin faktör yapısı LISREL paket programı kullanılarak analiz edilmiştir. Ölçeğin yapı güvenirliği ve yakınsama geçerliği doğrulayıcı faktör analizi (DFA) ile gerçekleştirilmiştir. Analizler sonucu kuramsal modeldeki yedi faktörün t değerleri, hata varyansları, standart katsayıları ve uyum indeksleri kontrol edilmiştir. Çalışma sonucunda kuramsal modeldeki yedi faktörden biri olan hizmet maliyeti dışındaki diğer altı faktörün m-devlet kullanımını etkilediği görülmüştür.
