Demographic changes, primarily the problem of progressive ageing, are one of the key challenges to development in Poland. The Opolskie voivodeship belongs to the regions characterised by extremely unfavourable demographic phenomena. This is because some population changes here have a broader dimension than on average in Poland and in the EU. Thereby, they have far-reaching as well as complex economic and social consequences in the region. Due to the fact that demographic processes are determined in the long term, and it is extremely difficult to influence them in the short term, the adaptation of social and economic spheres and, at the same time, the use of specific opportunities resulting from these changes, seems a useful strategy for regional development policy. Therefore, in the context of senioral policy, complex, coherent and diversified activities in the sphere of growth of professional activity of elderly people, support for life-long learning, improvement of seniors’ living conditions, including the development of health infrastructure, and seniors’ integration in society prove to be necessary. The multidimensional concept of the ‘silver economy’ creates specific opportunities for using the possibilities resulting from population ageing, and minimising the unfavourable consequences of this process, in the Opolskie voivodeship. However, the implementation of this concept demands the consideration of several determinants and barriers, that consequently affect its effective functioning. The direct objective of the paper is to present the current and projected demographic situation of Opolskie voivodeship, and on its basis, to determine the challenges resulting from the ageing of society for regional development.

W pracy omówiono wybrane wyniki badań przeprowadzonych wśród pracodawców z województwa opolskiego - regionu charakteryzującego się wyjątkową skalą emigracji zarobkowej w Polsce, który zmaga się z coraz wyraźniejszym niedoborem pracowników. Badanie zrealizowano pod koniec 2014 r. i na początku 2015 r., wzięło w nim udział 263 pracodawców. Uczestniczyli w nim właściciele, dyrektorzy, menedżerowie lub osoby odpowiedzialne za politykę personalną w przedsiębiorstwie. Wykorzystano metodę CAWI i PAPI, narzędziem badawczym był kwestionariusz wywiadu. Celem badań było m.in. uzyskanie wiedzy w zakresie oceny atrakcyjności Polski dla zagranicznych pracowników oraz wskazanie przez pracodawców głównych motywów napływu cudzoziemców. Ponad 46% respondentów twierdziło, że Polska jest atrakcyjna dla imigrantów zarobkowych. Zdaniem badanych głównym czynnikiem przyciągającym zagranicznych pracowników do Polski jest względna bliskość od ich kraju pochodzenia.

AbstractObjective: For a long time Poland has been perceived as a rather homogenous society. However, cultural diversity and differences started to become visible after 1989 and have gained on importance since then. Combined with an increasing shortage of native workforce, the question of immigrants’ employment by Polish organisations becomes a burning issue. We have therefore decided to determine whether the fact of employing immigrants or the intention to do so in the foreseeable future affects the perception of foreign workers and the necessity of hiring themMethodology: For this purpose, we conducted a survey among 263 entrepreneurs from the Opolskie Voivodship.Findings: The study has demonstrated a very strong, statistically-relevant correlation between the willingness to employ immigrants and the attitude towards an employee’s country of origin. Also correlations between other analysed variables have been found statistically relevantValue Added: The paper is an introduction to a debate on the role of immigrants on the Polish labour-market as it presents the point-of view of employers and their willingness to employ immigrants.Recommendations: It is recommended for decision-makers to facilitate access of a wider group of immigrants to the Polish labour market, especially since a significant group of employees recognises the upcoming issue of workforce shortages and the necessity to reach for foreign employees in order to stay competitive.
