The CPES (Channel Payments for Ecosystem Services) project developed PES schemes remunerating farmers for their activities in improving water quality by reducing the emissions of nutrients (both nitrogen and phosphorus) or erosion from agricultural activities. Catchment-wide approaches were tested in six case studies, and ecology, hydrogeology, agroeconomy, law, and farming expertise was combined. Collaborations were established with farmers, their associations, chambers of agriculture, and local and regional stakeholders. One case study concerned Lac au Duc (Brittany), a reservoir suffering from recurrent cyanobacterial blooms. Curative actions to control cyanobacteria had limited success. The main sources of excess P entering the lake were of farming origin but varied between the sub-catchments according to hydrogeological characteristics and agricultural practices. Long-term prevention possibilities to ameliorate agricultural practices and their costs were developed with the farmers and included permanent cover or anti-erosive hedges. During the project, PESs were successfully applied for ground water protection by the water supply companies as drinking water protection has a strong business case to preserve this ecosystem service. For recreational or multi-purpose lakes and reservoirs, it remains difficult to find financing to meet the monetary requirements to address farmer’s transition to ameliorate land management.

Environmental regulation is an important tool for local governments to intervene in environmental governance. Based on 2008–2017 panel data on 289 cities in China, this paper analyzes the impact of environmental regulation on the supply efficiency of environmental public services and explores whether environmental decentralization changes the effect of environmental regulation. The results show that environmental regulation can significantly improve the supply efficiency of environmental public services, and this finding still holds after a series of robustness tests. The main reason is the improvement in green technology innovation capabilities caused by environmental regulation. Environmental regulation has a more significant positive effect on the supply efficiency of environmental public services in regions with a higher local government governance capacity, lower levels of fiscal decentralization, and a higher pollutant emission intensity. A moderate level of environmental decentralization helps to better promote the supply efficiency of environmental public services through environmental regulation. When the level of environmental decentralization lies between 0.362 and 1.353, environmental regulation effectively improves the supply efficiency of environmental public services.

Based on the successful experience of pesticide reduction in China, this study uses survey data from Hubei Province to measure rice farmers’ technology preferences for pesticide reduction considering their needs, and compare the heterogeneous factors influencing farmers’ adoption behavior. The results show that large-scale farmers prefer drone services and efficient machinery, while small-scale farmers prefer scientific standards and biopesticides for pesticide reduction. Second, farmers’ adoption behavior of pesticide reduction technologies is mostly influenced by education, risk attitude, income, agricultural labor, scale, rice price, residue testing, brand, training, subsidy, and demonstration. Among them, education, risk attitude, scale, rice price, cost, and training, significantly affect farmers’ adoption level of multiple pesticide reduction technologies. Further, higher rice prices and participation in training could promote the use of pesticide reduction technologies in a larger area by farmers. Therefore, the real needs of farmers should be focused on the promotion of pesticide reduction technologies, and pesticide reduction programs in different regions should carry out precise intervention policies. These findings can provide practical policy guidance for effective pesticide reduction in the central region of China.
