“…The CPES project evidenced that the obstacle in ameliorating agricultural practices is not the farmers, but the elevated cost of actions, and the difficulty of finding private investors to cover these costs in a country in which the production of drinking water is under the control of public authorities. Our results agree with several other studies that showed that farmers are willing to implement mitigating actions or even adopt new farming management strategies, provided a certain degree of financial security [34,73]. Farmers' experience, the availability of equipment for the new techniques, and the willingness to contribute to environmental health motivate their participation in addition to the monetary aspect [74].…”

“…The supply of EPSs requires the participation of multiple parties, and the government is one of the main subjects of investment in such services. Government expectations and behavior are important factors affecting the supply of EPSs (Lévesque et al., 2021; Wang, 2008). Giving full play to the subjective initiative of local governments in the supply of EPSs will effectively alleviate the spatial mismatch problem faced by the supply of such services (Fredriksson & Wollscheid, 2014; Hou et al., 2021) and improve the supply efficiency of such services and pollution control.…”

“…Distinguishing from the previous literature, the main contributions of this paper are as follows: First, many previous studies have focused on the supply side of agricultural extension and have only isolated the adoption behavior of farmers for a single pesticide reduction technology, which ignores the real needs of farmers themselves. Because there are many pesticide reduction technologies to choose from in practice, and farmers’ technology adoption preferences are heterogeneous (Bazoche et al 2011 ; Lévesque et al 2021 ). For example, it is not mandatory for all farmers to adopt biopesticides.…”

“…But, the characteristics of chemical pesticides which are high toxicity, easy residue, and difficult degradation, not only seriously endanger human health, but also cause ecological damage and environmental pollution (Gould et al 2018;Luo et al 2021). Therefore, how work on chemical pesticide reduction is the common goal of countries around the world to achieve sustainable, low-carbon, and green development in agriculture in recent decades (Wossink 2007;Lévesque et al 2021). For example, Japan has developed a hierarchical Japanese Agriculture Standard, which has greatly encouraged farmers to use as few pesticides as possible.…”
