Monitoring of socioeconomic impacts has often been ignored in restoration projects. Here, we design a multi-criteria matrix to evaluate the socioeconomic implications of the Ecuadorian National Plan of Forest Restoration at local scale. We also aimed to identify the drivers that led to project sustainability, which was defined as peoples' willingness to continue restoration activities without economic incentives. The multi-criteria matrix was translated into surveys for the technicians and local people who participated in the project. They were applied to six parishes of southern Ecuador. Between 2% to 43% of parish populations were engaged with the projects. No local business initiatives were created and economic incentives were only related to monetary payments. In half of the parishes, people were consulted about which species should be planted. About 45% of participants claimed to have received training during the restoration project. Higher community participation was perceived in implementation than in planning or monitoring. Most people agreed that the projects benefited the community either through improvements to water or through short-term cash income obtained during planting activities. High participation and satisfaction levels significantly increased the likelihood of participants continuing with the restoration activities even without monetary incentive. Our results suggest the economic contributions of the project should go beyond short-term payments and should be rooted in long-term benefits to land productivity. This study helps to identify additional non-monetary benefits, such as continuous technical assistance or social conflict resolution, that may be crucial for long-term sustainability of restoration projects.

Twenty years ago, in 2000, the term “forest landscape restoration” (FLR) was first defined by a group that included among others, all of the authors on this paper. Today, FLR is widely accepted and promoted among diverse groups, at all levels, from the political to the scientific. To mark FLR's 20th anniversary, we look back at major progress and challenges faced to implement this concept since its definition. We explore specifically five questions: (1) What are the top achievements and milestones related to FLR in the last 20 years? (2) What are key FLR products? (3) What are major FLR projects worth showcasing? (4) What have been significant obstacles to FLR in the last 20 years? (5) What are priorities taking FLR forward? Our intention with this article is to contribute contextual material for the launch of the UN Decade on Ecosystem Restoration as well as to the many other ongoing FLR initiatives around the globe.

Existing guidelines and best-practices documents do not satisfy, at present, the need for guiding implementation of Forest and Landscape Restoration (FLR) based on core principles. Given the wide range of FLR practices and the varied spectrum of actors involved, a single working framework is unlikely to be effective, but tailored working frameworks can be co-created based on a common conceptual framework (i.e., a common core set of principles and a generalized set of criteria and indicators). We present background regarding FLR concepts, definitions, and principles, and discuss the challenges that confront effective and long-term implementation of FLR. We enumerate the many benefits that a transformative criteria and indicators framework can bring to actors and different sectors involved in restoration when such framework is anchored in the FLR principles. We justify the need to co-develop and apply specifically tailored working frameworks to help ensure that FLR interventions bring social, economic, and environmental benefits to multiple stakeholders within landscapes and adjust to changing conditions over time. Several examples of working FLR frameworks are presented to illustrate the goals and needs of communities, donors and investors, and government agencies. Transparency, feedback, communication, assessment, and adaptive management are important components of all working frameworks. Finally, we describe existing FLR guidelines and what we can learn from them. Working frameworks can be developed and used by different actors who seek to initiate an FLR process and to align restoration actions at different scales and levels.
