Tackling the Climate Crisis at Home and Abroad." EO 14008 describes the threat that the climate crisis poses to the United States and to the world and the roles of various federal agencies in addressing it. It directs the Secretary of Homeland Security to "consider the implications of climate change in the Arctic, along our Nation's borders, and to National Critical Functions" ( § 103[e]). The National Critical Functions (NCFs) represent "the functions of government and the private sector so vital to the United States that their disruption, corruption, or dysfunction would have a debilitating effect on security, national economic security, national public health or safety, or any combination thereof" (Cybersecurity and Infrastructure Security Agency [CISA], undated c, p. 1).To fulfill the objectives of the EO, CISA asked the Homeland Security Operational Analysis Center (HSOAC) to (1) develop a risk management framework for integrating climate-driven changes to the strategic operating environment, building on the NCF risk architecture to identify, understand, and manage climatedriven effects on the NCFs; 1 (2) identify the NCFs facing the greatest vulnerability to climate change and, as a result, facing disruption or degradation in the future; and (3) complete a full climate change risk assessment for the NCFs identified as being most vulnerable. This report describes these three activities, presenting the risk management framework as an ongoing capacity for assessing climate-related risk moving forward and highlighting the results of the climate risk assessment that identified NCFs at risk due to climate change. Small and medium-sized enterprises (SMEs) play an important role in supporting Indonesia’s economic growth and provide employment for people. Nevertheless, SMEs are most vulnerable when there is a flood. Small and medium sized enterprises are worse off especially after the flood, because they are relatively limited in resources and less resilient. The study aimed at identifying the vulnerability level to floods and analysing the economic valuation of flood mitigation. The population in this study were SMEs located in flood-prone areas in Klaten Regency, Central Java province, Indonesia. This research used a purposive sampling technique with 152 respondents. Data collection was carried out using a direct interview method to business actors with the help of a questionnaire. There were two analytical tools used in this research, including vulnerability index and economic valuation. The results showed that Klaten Regency is located in the upper area vulnerability category of moderate flood. The economic valuation of flood mitigation is IDR 100 000 (USD6.99) to IDR 149 999 (USD10.49). Most SMEs perceive that flood mitigation is the responsibility of the government.

The Hanjiang River is the source of water for the Middle Route of the South-to-North Water Diversion Project. So a reasonable evaluation on water resources future changes in the Hanjiang River Basin (HRB) is essential to ensure its water safety. In this study, we firstly evaluated the China meteorological forcing dataset (CMFD), and then used it to measure the applicability of the eight global climate models (GCMs). Finally, the empirical orthogonal function (EOF) and clustering algorithms were used to analyze the spatial distribution status of precipitation in the HRB. The results showed that the BCC-CSM2-MR model has the best effect, followed by the IPSL-CM6A-LR model. In the SSP126, SSP245, SSP370, and SSP585 scenarios, total precipitation in the HRB all shows an increasing trend. However, the difference in the spatial distribution of precipitation intensified, for the upstream and downstream tended to be wetter, while the middle reaches had less precipitation. In the future climate scenarios, the areas with more precipitation (Class 1) increased significantly, while the areas with medium precipitation (Class 3) decreased significantly, which will enlarge the precipitation difference between regions in the HRB. The increase in the total amount of precipitation, coupled with the increase in the spatial heterogeneity of precipitation, will make the HRB more vulnerable to flooding disasters. Therefore, the water resources management measures in the HRB should be strengthened in the future.
