Forging Peace in Damascus: On International Aid, Localized Elite Bargaining, and Insider Mediators

Abstract: Scholarship identified the present and future of war as increasingly characterized by urbanization and political-economic actors that Western international assistance defines as 'illicit', 'illiberal' or 'criminal'.
