Using an information model of a capital construction object greatly simplifies the interaction within the construction and technical expertise framework, eliminates redundant procedures, and reduces the duration, labor intensity, and cost of construction and technical expertise (judicial, pre-trial, corporate). In this regard, the article provides a complex of measures for the development of informatization of construction and technical expertise, which can be represented as a combination of three components: theoretical, methodological, and practical. Using the capital construction object's information model significantly simplifies the interaction within the construction and technical expertise framework, eliminates redundant procedures, and reduces the duration, labor intensity, and cost of construction and technical expertise (judicial, pre-trial, corporate). In this regard, the article presents a set of measures for the development of informatization of construction and technical expertise, which can be represented as a combination of three components: theoretical, methodological, and practical. From the point of view of practical value, the proposed set of measures indicates the main directions for the digitalization of construction and technical expertise, which can be projected onto other aspects of investment and construction activities.

АННОТАЦИЯВведение. Формирование результативной организационной структуры управления строительным производством на корпоративном уровне предполагает адаптацию к новым условиям. В этом процессе наблюдается проблема разрыва (разграничения) плана и действия, что требует корректирующих воздействий, в том числе в отношении организационной структуры и процессов управления (бизнес-процессов) инвестиционно-строительной деятельности (ИСД). Рассматриваются реинжиниринг бизнес-процессов и реинжиниринг организационной структуры. Между указанными видами качественных организационных трансформаций имеется определенная зависимость, которая обусловлена в первую очередь скоротечностью современного жизненного цикла инженерных решений. Цель исследования -научное обоснование совершенствования системы корпоративного регулирования за счет реинжиниринга организационной структуры и бизнес-процессов ИСД. Задачи -установление закономерности разрыва (разграничения) плана и действия в системе корпоративного управления, идентификация зависимости бизнес-процессов и организационной структуры ИСД в контексте реинжиниринга бизнес-процессов и организационной структуры в строительстве. Объектом исследования выбрана система корпоративного регулирования ИСД, предметоморганизационная структура и бизнес-процессы в строительстве. Материалы и методы. Теоретическая основа исследования -системный подход, логистика регулирующих воздействий, структурно-функциональный анализ, методы инвестиционного проектирования, стратегического, оперативного управления. Информационной базой исследования стал проведенный авторами ранее научный поиск, который нашел отражение в опубликованных статьях по данной тематике. Дополнительными источниками послужили научные труды отечественных и зарубежных ученых, а также практические материалы. Результаты. Показано решение проблемы разрыва (разграничения) в ИСД, что позволило предложить схему регулирования строительной компании, установить зависимости бизнес-процессов и организационной структуры ИСД, а также установить зависимости реинжиниринга бизнес-процессов и реинжиниринга организационной структуры в строительстве. Выводы. Разрыв (разграничение) между планом и действием строительной организации обусловлен флуктуациями во внешней среде. Основной инструмент эффективной адаптации к внешним колебаниям и корпоративного регулирования -качественное преобразование бизнес-процессов и организационной структуры, т.е. их реинжиниринг.

Introduction. The development of transport infrastructure may be ensured through the reengineering of existing facilities of the same name, and also in conjunction with the construction of new buildings and structures in the convertible right-of-way. The objective of the research is to provide a scientific basis for the impacts within the framework of reengineering programs for transportation infrastructure facilities. In accordance with the chosen research area, reconstruction, technical re-equipment, renovation are considered to be the reengineering measures of individual transportation infrastructure facilities, and reclamation is the one of land plots in the right-of-way and adjacent territories. The management body acts on the object and subject with Regulatory Impact to achieve the set goals, recipients of the impact are the reengineering program participants, i.e. owners, contractors, clients. Materials and methods. The theory of Regulatory Impact Logistics and methodological provisions of simulation modelling are applied in the research. The research provides a diagram of the interaction of subjects, participating in the implementation of reengineering programs for transportation infrastructure facilities, to confirm the feasibility and substantiate the possibility of allocating resources between the works on facilities in the process of operational management. Results. The result of the research is a formalized description of the determining the execution of reengineering programs and formation of proposals for newly launched transportation infrastructure facilities. Conclusions. The results are established to form a possible basis for a system of information and analytical support for reengineering of transportation infrastructure facilities, this system, among other things, will contribute to the optimal consumption of material and technical resources and their effective supply schedule. Ultimately, this should lead to a reduction in the cost and duration of reengineering of transportation infrastructure facilities.
