Energy efficiency applications have great importance for facilities that utilize large amount of electrical and heat energy. Cogeneration (so called Combined Heat and Power; abbreviated as CHP) plants with gas engines are capable of generating both electrical and heat energy simultaneously using a single fuel input. In recent years, the realization of license exemption for facilities willing to produce electricity just for their energy demands by ensuring the condition of 80% total efficiency, low carbon emission of systems contain gas engines, rapid operation for synchronization and shortness of payback periods make cogeneration and trigeneration (so called Combined Cooling, Heat and Power; abbreviated as CCHP) plants more popular. This paper (i) briefly reviews cogeneration and trigeneration plants and their advantages, (ii) presents a novel methodology to determine the optimal capacity ratings for the plants by using the energy consumption profile, (iii) illustrates the calculation procedures including economic profit, thermal efficiency, and electricity generation of the selected system, and (iv) suggests the optimal capacity, plant placement and configuration for a medium-scale hospital. The energy savings potential at the university hospital is estimated as 19.66% and 19.52% with the use of natural gas based cogeneration and trigeneration plant, respectively. For better utilizing renewable energy resources and improving the sustainability of power systems, demand response is widely applied in China, especially in recent decades. Considering the massive potential flexible resources in the residential sector, demand response programs are able to achieve significant benefits. This paper proposes an effective performance evaluation framework for such programs aimed at residential customers. In general, the evaluation process will face multiple criteria and some uncertain factors. Therefore, we combine the multi-criteria decision making concept and fuzzy set theory to accomplish the model establishment. By introducing trapezoidal fuzzy numbers into the Vlsekriterijumska Optimizacijia I Kompromisno Resenje (VIKOR) method, the evaluation model can effectively deal with the subjection and fuzziness of experts' opinions. Furthermore, we ameliorate the criteria weight determination procedure of traditional models via combining the fuzzy Analytic Hierarchy Process and Shannon entropy method, which can incorporate objective information and subjective judgments. Finally, the proposed evaluation framework is verified by the empirical analysis of five demand response projects in Chinese residential areas. The results give a valid performance ranking of the five alternatives and indicate that more attention should be paid to the criteria affiliated with technology level and economy benefits. In addition, a series of sensitivity analyses are conducted to examine the validity and effectiveness of the established evaluation framework and results. The study improves traditional multi-criteria decision making method VIKOR by introducing trapezoidal fuzzy numbers and combination weighing technique, which can provide an effective mean for performance evaluation of residential demand response programs in a fuzzy environment.

Summary Independent System Operator (ISO) needs to draw sufficient attention to transmission congestion management (TCM) for guaranteeing power system security when deciding about a proposed power generation plan (PGP). To this end, this paper proposes a multi‐attribute decision‐making approach. The proposed decision‐making procedure for a considered PGP includes three major stages: (1) Obtaining different attributes of TCM for all considered scenarios, i.e. the normal operating case and contingencies due to outage of power system components before and after implementation of the PGP. (2) Identifying the effective scenarios before and after the implementation of the PGP. For this purpose, two multi‐attribute decision‐making approaches are applied, one of which ISO could adopt based on its managerial point of view: (a) A conjunctive approach in which scenarios meeting minimal predefined thresholds for their obtained TCM attributes are selected. (b) A pessimistic approach based on data envelopment analysis introduced by Charnes, Cooper, and Rhodes (CCR‐DEA) in which the severest scenarios are selected. 3) Calculating each scenario's Degree of Severity (DOS) using the Technique for Order Preference by Similarity to Ideal Solution (TOPSIS) and comparing sum of the DOS of the effective scenarios before and after the implementation of the PGP. For an acceptable PGP, sum of effective scenarios' DOS after implementation of the PGP should be less than that of before. The proposed procedure is applied to the IEEE Reliability Test System (RTS) and the results are analyzed. Copyright © 2014 John Wiley & Sons, Ltd.
