Gains or losses? A quantitative estimation of environmental and economic effects of an ecological compensation policy

Abstract: Ecological compensation is an innovative and effective tool to explore the coordinated development of socioeconomic prosperity and ecological protection, especially for a watershed crossing different regions. It converts the externalities of ecosystem services into practical financial incentives for local stakeholders. This empirical study applies a quantitative policy evaluation approach to evaluate the environmental and economic effects of an ecological compensation policy, using the paddy land–to–dry land (… Show more

“…From the perspective of capital endowment, the group estimation results show that the influence coefficient of planting scale, family income level, and specialization degree on farmer’s adoption of environment-friendly technology has passed the significance test of 5%, and the regression results are consistent with the estimation results as shown in Table 2 . Further, the coefficients of the ecological compensation policy are affected by the more extensive the scale of planting area, the higher the level of family income and the degree of specialization of farmers, the higher the enthusiasm of farmers to adopt environment-friendly technology, and the more comfortable to benefit from the ecological compensation policy, which is supported by Zhang et al [ 74 ], Liu et al [ 75 ] and Ke-Guo [ 76 ].…”

“…As an objective, accessible and traceable written record of the policy system and process, the policy document reflects the imprint of the government’s actions in dealing with public affairs [ 14 ]. A quantitative study of the policy itself based on the policy text itself helps to open the black box of the government’s decision-making process, thereby presenting public policy not as an “outcome” but as a “process” to the public [ 15 ]. Thus, it is of great significance to evaluate the policy text.…”

“…All of these provide a broader space for quantitative analysis of public policy. Furthermore, quantitative research on policy helps to open the black box of governments’ decision-making processes, so that public policy is presented to the public not as a “result” but as a “process” [ 21 ]. The contributions of this paper are the following: First, it used text mining technology to screen WSMPs in the Yangtze River Delta region ( Figure 1 ) and extract keywords with higher frequency, which helped us quickly understand the main components of each policy.…”
