COVID-19 has exposed profound governance challenges that demand more diverse and creative approaches to global health governance moving forward. This article works towards such a pluralization of the field by foregrounding the vital role played by heterodox actors during the pandemic. Heterodox global health actors are backgrounded actors who improve health in different parts of the world, but who remain politically marginalized – and epistemically invisibilized – because they depart in crucial respects from the liberal orthodoxy pervading the field of global health governance. The article analytically foregrounds those heterodox actors through an architectural inversion – a relational approach to the study of global health governance that builds upon recent methodological insights from postcolonial studies, infrastructure studies, and science and technology studies. The article then harnesses that methodological approach to empirically investigate the COVID-19 activities of three different heterodox actors: rebel groups providing public health in the borderlands of Myanmar, a women’s vigilante movement stitching face masks in the Czech Republic, and a maverick scientific platform for the international sharing of viral sequence data. Performing that architectural inversion begins to loosen the dominance of the liberal episteme within the practice and study of global health governance. It further visibilizes how that field is continually co-produced by the background activities of many such heterodox actors. It also lays conceptual foundations for a more heterodox future research agenda on global health governance – and arguably global governance more broadly – in response to the numerous unresolved challenges revealed by COVID-19.

Indonesia has continued to carry out vaccine diplomacy since the Covid-19 pandemic emerged in early 2020. Vaccine diplomacy is considered important because vaccines are a crucial tool in dealing with the adverse effects of the Covid-19 pandemic. This study aimed to analyze how Indonesia’s vaccine diplomacy is carried out in the form of bilateral, regional, and multilateral cooperation to overcome the Covid-19 pandemic. In addition, the research also focused on the opportunities and challenges faced by Indonesia in making vaccine diplomacy (health diplomacy) to strengthen health security and national health independence. This research used a qualitative approach. The results showed various efforts made by Indonesia to overcome the COVID-19 pandemic at different levels, namely bilateral, regional, and multilateral. This is done by Indonesia to meet the supply of vaccines in an effort to create health security and national health independence. However, there are challenges in its implementation. Indonesia is still struggling against the COVID-19 pandemic, but also has an interest at the global level to actively participate in global health policies. Therefore, it is important for Indonesia to effectively coordinate with the various collaborations that have been established. In the implementation of Indonesia’s health diplomacy at the bilateral, regional and multilateral levels, it also creates opportunities for Indonesia’s economic recovery, where Indonesia can maximize the production of personal protective equipment. However, it needs to be a concern for Indonesia that in maximizing these commodities, various internal and external aspects must be considered so that effectiveness can be felt not only for Indonesia but also for destination countries. The COVID-19 pandemic has had a significant impact on the world, in health, economic to political and socio-cultural sectors. The widespread of the corona virus has caused many conflicts between countries in health and economic crises globally. This research was conducted to explain that the pandemic experienced in the 21st century is a global disaster which has spawned a series of opportunities for cooperation between international countries to defeat the COVID-19 pandemic. This research is qualitative using the perspective of disaster diplomacy. The data collection technique is literature study with stages in the form of collecting data, selecting the data and drawing conclusions. From the research results it is known that the global disaster caused by COVID-19 does not only have a negative impact, but opens opportunities for international countries to cooperate with each other in dealing with a pandemic through disaster diplomacy. Cooperation between international countries must continue to be carried out to achieve a common goal, ending the COVID-19 pandemic.
