Information reliability and uncertainty are two important characteristics that need to be taken care of in any kind of decision-making process. The hesitancy of the human mind is one of the major factors that introduce uncertainty in decision-making. To include the reliability and to resolve the issue of hesitancy in a single framework, in this study, two novel concepts, namely, dual hesitant Z-number (DHZN) and correlated distance measure between two DHZNs (CD-DHZN) are proposed. DHZN = (A h , B h ), is a judicious integration of hesitant fuzzy sets and Z-number. Here, A h is the expert's opinion and B h is the reliability of the expert's opinion. Further, the randomness of the information brings uncertainty to the decision-making process. To circumvent this issue, DHZN is quantified with Cloud model theory and fuzzy envelope. To enhance the information utilization and to reduce the information loss problem while quantifying CD-DHZN, the correlation and the underlying hidden probabilistic relationship between the two parts of a DHZN are captured using the Pearson correlation coefficient, the maximum entropy principle, and Hellinger distance. Then, the extended failure mode and effect analysis (E-FMEA) is proposed with the help of DHZN, CD-DHZN, and VlseKriterijuska Optimizacija IKomoromisno Resenje technique for prioritization of risks. Similarly, extended bow-tie (E-BT) is also proposed for the quantification of basic events (BEs), top event, and accident scenarios. Two case studies with systematic experimental investigations are presented and results are compared with other existing techniques. The results show that the proposed models are able to effectively prioritize the failure modes in E-FMEA and quantify the BEs in E-BT. The results confirm the feasibility and applicability of the proposed models. Sensitivity analysis is also performed to ensure the plausibility and robustness of the proposed model.

Natural disasters and man-made incidents have many negative impacts on major cities, including casualties, economic losses, disruption of social order, and environmental contamination. Cities need to be resilient in order to protect people’s lives and property. Although research on urban resilience has been rapidly emerging in recent years, there are still some research gaps. The interplay of attributes for assessing urban resilience has not been explored, and the Multiple Attribute Decision Making- (MADM-) based framework for evaluating urban resilience is rarely studied. Therefore, this study proposes a novel model to evaluate urban resilience, the Z number-based Decision-Making Trial, and Evaluation Laboratory (Z-DEMATEL), to identify the mutual influential relationships and the weights of the attributes. In addition, the Z number-based Reference Ideal Method (Z-RIM) is used to determine the resilience capacity of cities and to suggest improvements for decision makers to develop appropriate strategies. In this study, we not only use trapezoidal fuzzy numbers to reflect the uncertainty of information but also measure the reliability/confidence of experts in the assessment. The integrated methodology is presented for the first time in this study, and we use the firmness data of six major metropolitan cities in Taiwan as an example of model demonstration. The results of the study show that population density, value of business activity, healthcare facilities, electricity supply, and number of business registrations are the most important attributes influencing the resilience of cities. Taipei City and Taichung City are the two major cities with better resilience in Taiwan based on the analysis of this study.

Functional resonance analysis method (FRAM) is extensively employed in analyzing and managing performance variabilities. Additionally, semi‐quantitative and quantitative methods have been increasingly integrated with the FRAM to analyze complex socio‐technical systems to improve safety levels. This review article presents a comprehensive and updated survey of current literature focused on semi‐quantitative and quantitative methods employed for quantifying performance variabilities and exploring aggregation/propagation rules. A total of 1659 studies published between 2012 and March 2024 from various scientific databases were systematically examined using preferred reporting items for systematic review and meta‐analysis, identifying 29 studies that met inclusion criteria. The identified studies were categorized into four groups based on the quantitative methods employed: Monte Carlo simulation, fuzzy logic, cognitive reliability and error analysis method, and miscellaneous approaches. While different methodologies had unique strengths, they commonly relied on expert judgment for data collection, whether for defining probability distributions in Monte Carlo simulations, membership functions, and fuzzy rule bases in fuzzy inference systems, or selecting common performance conditions, determining their interrelationships, and assigning scores. Addressing bias from expert judgment in assessing performance variabilities can be achieved by using suitable experts' opinions integration techniques, and leading safety indicators in the analysis.
