The Chinese government has long attached great importance to rural revitalization. The harmony and stability in rural areas are the fundamental guarantees of rural sustainable economic growth and farmers’ prosperity, and they rely on effective rural governance. Taking the Fu’an City in Fujian Province of China as an example, this paper analyzes the rural governance problems arising from the implementation of the rural revitalization strategy with the method of dynamic games with incomplete information after data collection by on-the-spot investigation and file inquiry, etc. The results show that the “solicitation” behavior of village B to increase its own income does not maximize the income of village B and village N; Even under the optimal state of income distribution is derived through the game model, the income distribution between the two villages is still unfair to village N, the investor of the “Waterlands Resort”. Therefore, in order to solve the rural governance problems caused by the distribution of benefits between village B and village N, government subsidies, property rights protection, village rules and regulations are required. Besides, the leading role of rural grassroots organizations should be given full play, and villagers’ self-governing system needs to be improved.

Strategic Interactions in Environmental Regulation: Evidence From Spatial Effects Across Chinese Cities

Developing countries are notorious for their enforcement gap in environmental regulation. Despite policymakers and scholars focusing on this phenomenon in China, there is little literature to explore the cause for its prevalence. This paper aims to explain this occurrence from the perspective of strategic interactions among the local governments in China based on the yardstick competition theory. Employing spatial panel data models, we use a panel dataset of Chinese cities to investigate strategic interactions in environmental regulation and identify their possible sources. The results depict a confirmative picture of strategic interactions in environmental regulation among Chinese cities, suggesting that the cities tend to imitate their neighbours and implement looser environmental regulation in response to the decreasing stringency in neighbouring cities. This transmission effect demonstrates the prevalence of incomplete implementation of environmental regulation. Moreover, the imitative actions vary across Chinese cities, as they are observed in eastern and western cities but not in central cities. In addition, the imitative actions are significantly weaker when environmental governance gains a higher degree of salience, indicating that green performance appraisals reduce strategic interactions among local governments. Finally, strategic interactions are found to originate from the fiscal decentralization system, and are strengthened by the turnover of the municipal party secretary or a younger one.

The Guangdong–Hong Kong–Macao Greater Bay Area (GBA) is one of the significant regions with the strongest economic vitality in China. This study focuses on environmental regulation in the eleven Greater Bay Area cities to explore the relationship between it and economic performance for the period 2000–2016. In doing so, we employ spatial panel models (including the spatial instrumental variable method) to investigate the nonlinear relationship between economic growth and environmental regulation. We confirm the existence of a U-shaped relationship between economic growth and environmental regulation in the Greater Bay Area. In the first half of the inverted U shape, the higher the economic development level, the stronger the environmental regulation strength; however, the latter begins to decrease after the peak point. The doubled-edged sword does not cut both ways. This paper verifies that technology innovation and resource consumption are two important mechanisms. Further, we find that both economic growth and environmental regulation have negative spatial externalities; innovation has a positive impact on the environmental regulation of the local city as well as surrounding cities, while resource consumption is on the contrary. In conclusion, this paper provides policy recommendations to further promote economic growth and environmental technologies, and to enhance energy efficiency in GBA.
