Growing vulnerability in the small-scale fishing communities of Maio, Cape Verde

Abstract: Marine spatial planning (MSP) now has a sufficient history for consideration of the way in which MSP processes are developing over time, gaining experience and responding to issues that arise. Rather than setting a study of this kind in the well-established framework of adaptive management, I choose instead a spatial concept that allows planning action to be more closely meshed with the nature of the marine setting itself, that of Deleuze and Guatarri's notion of striated and smooth spaces. This suggests that … Show more

“…The A4D model has been tested on various territories with very different environmental issues (ex: water management on the Kilimandjaro [14]; fisheries governance in Cape Verde [18,19]; gravels management near the Loire River and wetlands in the Basque country [20]). We chose to exemplify the parallel between the SESF and the A4D by showing the results of our analysis of governance systems of a small-scale fishery on Maio island (Cape Verde)2, which are detailed in the paper “An analysis of actors’ perceptions of Maio island’s (Cape Verde) marine governance” in the journal Marine Policy [19].…”

“…In the BBE and elsewhere (Dancette, 2019), fishing prohibitions and the consequent loss of jobs disproportionately impacts SSF who in many cases are already poor and vulnerable and for whom fishing is not only a job but a way of life that they wish to retain. We argue that conservation should be open to diverse knowledge and a broader range of worldviews is necessary drawing on different scientific knowledge sources and promoting counter-hegemonic use (Carman and González Carman, 2019).…”

“…Afrotropical Guinean species dominate the archipelago, followed by amphi‐Atlantic tropical and subtropical species enriched by Mediterranean and circumtropical species (Brito et al ., 2007). Although artisanal fisheries target the reef fish communities inshore (Dancette, 2019), the fish community at greater depths remains poorly documented. One distinct group of mostly benthic fishes that inhabit the Cabo Verde inshore waters of the archipelago are the scorpaeniformes or scorpionfishes (Wirtz et al ., 2013).…”
