PurposeWith the Chinese marine economy developing rapidly, the environmental problem has been occurring frequently, which needs green finance that supports energy conservation, environmental protection, and sustainable development to solve.Design/methodology/approachIn this paper, the entropy method is used to measure the development level of green finance, the DEA-ML index is used to measure the green total factor productivity which is used to indicate the high-quality development level of the marine economy in 11 coastal provinces (cities), then the grey correlation degree between them whose result shows that there is a certain correlation between the two variables is calculated. The fixed-effect model was used to analyze the relationship between them.FindingsThe results show that the development level of green finance can promote the high-quality development of the marine economy, but there are still some problems in the process of green finance supporting the marine economy.Originality/valueThis paper seeks new growth drivers, green finance, for the high-quality development of the marine economy, which few scholars have studied.

Paying attention to the mechanisms of the GTFP of the marine economy and designing a scientific and reasonable optimization path are the keys to achieving a “win-win” balance between environmental protection and high-quality marine development. Therefore, this paper considers the rigid constraints of resources and negative environmental effects to construct a multi-factor evaluation model of the GTFP of the marine economy including capital, labor, and resources to expand the evaluation method system for the sustainable development of the marine economy. On this basis, this paper determines the influencing factors of the GTFP of China’s marine economy, qualitatively analyzes the mechanism of each influencing factor on the GTFP of the marine economy, uses multi-dimensional data of coastal areas, quantitatively analyzes the direct and indirect effects of the factors that influence the GTFP, and proposes practical optimization paths and safeguarding measures, which provide a decision-making reference for the implementation of China’s marine development strategy. The results showed that the GTFP of China’s marine economy was in a state of improvement and increased from 0.9878 in 2006 to 1.2789 in 2018. The direct effects of environmental regulations have a negative and significant impact on GTFP, whereas economic development, human capital, and technological innovations have a positive and significant impact on GTFP. In addition, environmental regulations have an “inclined N” double-threshold effect on GTFP. The impact of environmental regulations on the GTFP of the marine economy depends on the intensity of the environmental regulations, as different intensities of environmental regulations have different dominant levels of the “innovation compensation effect” and “offset effect” that affect the GTFP of the marine economy.

China’s management of marine ecological environments has experienced a development process that has gone from weak to strong. However, whether there are problems such as lack of systems, invalid systems, and system conflicts in the current management of marine ecological environments, and how to conduct collaborative governance among various complex subjects, remain to be answered. This paper first summarizes how China’s marine ecological environment management policy has evolved, which can be divided into five stages: the foundation stage (1949–1980), the initial establishment stage (1981–1995), the steady advancement stage (1996–2005), the deepening adjustment stage (2006–2010), and the strategic development stage (2011–present), and analyzes its characteristics at different stages. Then, this paper further explores the inherent dilemmas in the Chinese marine ecological environment management system. Finally, combined with the practical experience of marine ecological environment management in developed countries, this paper fully considers the division of responsibilities and mutual checks and balances of different subjects, flexibly configures various policy tools, and explores the mechanism of collaborative governance of marine ecological environment from the levels of government, market, the public and social organizations, so as to gradually improve the modern marine ecological environment management system and provide a reference for the government’s governance activities.
