Scholars agree that digital technologies such as artificial intelligence (AI) pose a political challenge. In this article, we study empirically how different actors in the German political system define AI as a policy problem. We use an original data set of 6421 statements by representatives of political parties, interest groups, scientific experts, and public officials in parliamentary debates, government consultations, and quality newspapers. Through Discourse Network Analysis and quantitative text analyses we show that most actors define AI as technology (innovation) policy and link it to government operations, international cooperation, and macroeconomics. Although they are present, consumer protection, labor, and education seem to be less important policy issues concerning AI. The results imply that the capacity of the national government to reduce problem definition uncertainty and to steer the political agenda is difficult and that most actors focus on technological innovation rather than civil rights‐related aspects.

This research comprehensively addresses the complexity of the Multidimensional Poverty Index (MPI). The research objective is to understand the moderating effect of the MPI on the relationship between Sustainable Governance Indicators (SGIs) and World Governance Indicators (WGIs) in the context of 41 countries belonging to the Organization for Economic Cooperation and Development (OECD) while also analyzing the validity and reliability of the indicators. The applied methodology involves using Structural Equation Modeling with Partial Least Squares (SEM-PLS), and data from 41 OECD countries were analyzed. Data on SGIs, WGIs, and the MPI were extracted from the SGI-2022, WGI-2022, and SGI-MPI (2022) databases. Moderating the interaction between the MPI and SGIs reveals a significant overall negative effect (−0.184) on the relationship between SGIs and WGIs (total effect = 0.474); this implies that elevated levels of the MPI negatively impact sustainable governance between SGIs and WGIs, whereas lower levels of the MPI lead to a stronger relationship between SGIs and WGIs, enhancing sustainable governance. The validity of the structural model is affected by low Average Variance Extraction (AVE) in key variables, such as Economic Policy-EP (0.470) and MPI (0.439), indicating potential limitations in their measurement.

ZusammenfassungDie sozio-kulturellen Grundlagen einer Gesellschaft spielen eine wichtige Rolle bei der Erklärung von Performanz in demokratischen Ordnungen, wie bereits Alexis de Tocqueville erkannt hat. Allerdings ist dieser Erklärungsansatz bis auf wenige Ausnahmen nicht systematisch weiterentwickelt worden, was insbesondere für den Gegenstand kollektiver politischer Identitäten gilt. Aufbauend auf der theoretischen Prämisse, wonach eine umfassende Verankerung des liberalen Paradigmas in der kollektiven politischen Identität eine Zielorientierung hinsichtlich ökonomischer Performanz und Wohlstand, eine Stärkung republikanisch-gemeinschaftsorientierter Elemente hingegen den Fokus auf sozio-ökonomische Sicherheit und Gleichheit legt, soll zur Schließung dieser Forschungslücke beigetragen werden. Gegenstand der empirischen Analyse ist eine Fuzzy-Set QCA, die überprüft, ob liberale und republikanische politische Identität notwendige oder hinreichende Bedingungen für eine wachsende Wirtschaft beziehungsweise soziale Gleichheit sind. Die beiden politischen Identitäten werden mit Hilfe von World Values Survey und European Values Study für den Zeitraum 2005 bis 2021 gemessen, die Grundlage der Performanzdaten sind die Sustainable Governance Indicators der Bertelsmann-Stiftung für die Jahre 2018 bis 2022. Im Ergebnis zeigt sich, dass liberale politische Identität als Teil einer kombinatorischen Erklärung für ökonomische Performanz gesehen werden kann, der Erklärungsbeitrag republikanischer Identität für die sozialpolitische Performanz ist jedoch weniger eindeutig. Insgesamt ist eine äquifinale Vielfalt der Lösungspfade für Performanz in westlichen Demokratien und kombinierte Erklärungspotenziale beider untersuchten politischen Identitäten zu bilanzieren.
