How Effective Is the Green Development Policy of China’s Yangtze River Economic Belt? A Quantitative Evaluation Based on the PMC-Index Model

Abstract: Although many countries around the world, especially China, highlight the strategy of green development, there has been little research evaluating the effectiveness of green development policies in local area. This study explores 16 policy texts with the theme of green development in the Yangtze River Economic Belt in China. Using the Policy Modeling Consistency Index (PMC-Index) model, the paper establishes a multi-input–output policy table and scientifically and systematically evaluates these policies. The r… Show more

“…On the basis of summarizing the high-frequency words in ecological protection compensation text by ROSTCM6.0 and Kuang [ 55 ] and Dai’s [ 65 ] research, this paper constructed an index system of ecological protection compensation policy rating ( Table 3 ). The index system consists of 10 first-level variables and 44 second-level variables, among which the first-level variables are: policy nature (X1), policy function (X2), policy timeliness (X3), policy field (X4), policy social benefits (X5), policy objects (X6), policy subjects (X7), policy incentive and restraints (X8), policy guarantee (X9) and policy disclosure (X10).…”

“…According to Formula (4), the PMC index of 10 ecological protection compensation policies can be calculated and then rated. Based on existing research [ 55 , 65 ], the PMC index of environmental protection compensation policies could be divided into four levels of consistency ( Table 5 ).…”

“…Initially proposed by Estrada, the PMC index model has been widely used to evaluate the consistency of public policy, including green development policy [ 52 ], plastic bag ban policy [ 53 ], and tidal energy development policy [ 54 ]. The potential applications of the PMC index model have been extended from exploration to deepening and from single domain to multi-domain.…”

“…For instance, Refs. [ 52 , 55 ] thought it was a quantitative method that was technically easy to operate. It is widely used in analysis of various industrial development or public management policies, such as safety management policy [ 56 ], long-term care insurance policy [ 57 ], and pork industry policy [ 58 ].…”

“…For example, Yang et al [ 16 ] used the PMC model to quantitatively evaluate 11 policies that govern the new-energy vehicle industry in China and analyzed the impacts of the policies on the promotion of new-energy vehicles from the aspects of technological innovation policies, energy environmental policies, and tax subsidy policies. Dai et al [ 17 ] used the PMC model to evaluate the effectiveness of the policy system for the green development of the Yangtze River Economic Belt. The research found that the green development policy system of the Yangtze River Economic Belt was relatively mature and played a fundamental role in a specific period.…”
