“…The financing of the Costa Rican PES program is based on tax funding and has been coined "the most successful" of its kind (GEF 2005). The World Bank, which was instrumental in triggering REDD+ development in Costa Rica (Rosendal and Schei 2014), has praised the development of the forest sector in Costa Rica because it had "evolved from an inactive sector without private organizations, technology, or specialized education, to a proactive sector with multiple organizations that lobby effectively for forest sector measures" (World Bank 2000).
