How to Allocate the Allowance for the Aviation Industry in China’s Emissions Trading System

Abstract: In order to combat climate change and control emissions in the aviation industry, it is necessary to research the aviation industry’s potential application of China’s Emissions Trading System (ETS), especially the carbon allowance allocation (CAA). On the basis of historical and benchmarking CAA schemes, considering the responsibility, capacity, and potential of firms, this study proposes the indicators CAA (ICAA) scheme. Moreover, considering firms’ costs, this study also proposes a multi-objective CAA (MCAA)… Show more

“…The CORSIA and the EU ETS operating in parallel would ensure that international flights, as well as flights within the EU, are subject to CO 2 reduction schemes [18]. Under the carbon allowance allocation scheme, airlines can achieve a reduction in emissions of about 20% [83]. ICAO estimates an offset target of about 2.5 billion tonnes of CO 2 between 2021 and 2035 [84].…”

“…The key criteria that any aircraft operator must fulfill under a single global MBM are to maximize environmental integrity, minimize competitive distortions, and reduce administrative complexity [41]. Proper emissions allocation schemes that consider various indicators of airlines, such as the income and the number and age of aircrafts, are also fundamentally important for yielding dividends from the reduction efficiency of airlines emissions [83]. Setting benchmark emission intensities while offering airlines options to sell and/or purchase permits is also proven to incentivize airlines to reduce emissions [142].…”
