Digital economy takes data as its core input element and has high green value, but does the development of digital economy necessarily promote sustainable development? We use 286 Chinese cities from 2011 to 2019 as a case study to examine the impact of digital economy on urban sustainable development, and discuss the mechanisms of digital economy on urban sustainable development, heterogeneous impacts, threshold effects of environmental regulations, and the role of National Big Data Comprehensive Pilot Zone. It was found that: (1) The digital economy has green value and can effectively contribute to urban sustainable development. (2) The digital economy can achieve urban sustainable development by enhancing green technological innovation and human capital. (3) Environmental regulation has a threshold effect in the digital economy driving urban sustainable development. (4) The establishment of National Big Data Comprehensive Pilot Zone can promote urban sustainable development. (5) The polarization effect of the level of urban sustainable development in first‐tier and second‐tier cities is still increasing under the background of digital economy, which intensifies the “Matthew effect” among different levels of cities, and the inclusiveness of digital economy has not really been reflected in China. This study explores the influence and mechanism of digital economy on urban sustainable development in the context of China, which is of great theoretical and practical significance for developing countries to solve Solow productivity paradox and realize urban sustainable development in the new development stage.

This paper aimed to empirically substantiate strategies for developing human capital (HC) and the economy in Azerbaijan during the Russian-Ukrainian war conflict (RUWC). Using the method of expert assessments, key indicators reflecting the development trends of the national economy and human capital are substantiated. Based on the construction of regression models and the elasticity index, the nature and consequences of the RUMC on the national economy and the HC of Azerbaijan have been analyzed. By hierarchical classification, we have determined the effective economic development strategies and HC in Azerbaijan during and after RUWC: increasing economic diversification, reducing part of the oil and gas sector in GDP, the development of the agro-industrial complex, the geographical diversification of imports and exports, and the strategy for IT development, providing comfortable conditions and tax preferences for IT businesses, legislative settlement of issues investment and activities of venture funds to attract IT-specialists for different countries.

In a post-industrial society, the analysis of human abilities to work, their formation, reproduction and effective functioning is becoming increasingly important for achieving social and economic well-being. In the realities of globalization and total informatization, the figure of a person with his knowledge, creative and intellectual abilities comes to the fore. There is a reorientation of economics from the use of labor resources to the problems of creating a qualitatively new workforce, which takes the form of human capital. The concept of human capital testifies not only to the crucial role of man in the socio-economic system of post-industrial society, but also the need to invest in man, his education, training, health and livelihood, which are now priorities not only for individuals but also various government projects and programs. The state of human capital development is measured using the human capital index, which is calculated for each country separately. In contrast to other studies, the article focuses on the development and importance of human capital in the realities of post-industrial society. Namely, the concept of human capital in the realities of post-industrial society is considered, the state of human capital development in modern conditions is analyzed, the influence and challenges of post-industrial society on human capital development are studied and the method of comparative analysis is applied.
