“…The main objective for the government from the point of view of its participation in joint projects is development of innovative infrastructure (Sadriev and Pratchenko, 2014), implementation of significant projects along with risk minimization and cost reduction, subject to whether it would be possible to offer high quality services to the economic entities, as well as financing of innovative R&D activities and assurance of social security for the population.
