The combination of policy concerns over climate and demographic change, energy shortages, resource efficiency and the natural environment, has led municipalities to be expected to reflect sustainability in different actions, including the decision-making on a considerable amount of their real property assets. As more and more municipalities, use the highest and best use analysis for reviewing the configuration of real property asset portfolio to achieve public goals, this provokes an examination of the reflection of sustainability (environmental, economic and social dimensions) in this kind of elaboration. Thus, this paper aims to investigate how Polish municipalities deal with the incorporation of sustainability into the highest and best use analysis and its operationalization in four tests (legally permissible, physically possible, financially feasible, and maximally productive). The research goal was pursued based on quantitative research using surveys conducted between April and May 2022 among eleven municipalities (creating the largest metropolitan areas in Poland) and qualitative research by the content analysis of HBU analyses prepared for them in previous years.

Preservation and Restoration of Roadside Tree Alleys in Line with Sustainable Development Principles—Mission (Im)possible?

The main challenge in the efforts to protect roadside tree alleys is to achieve a balance between the local development and the conservation of biodiversity. The problem of aging and disappearing roadside tree alleys was analyzed based on a critical review of the literature, various types of reports related to this topic and the provisions of international and Polish acts of law on biodiversity conservation and landscape protection. The following research hypotheses were formulated: 1. The preservation and restoration of roadside tree alleys promotes biodiversity conservation and sustainable development, and it constitutes an important social and scientific problem, and 2. detailed guidelines are needed to formulate effective programs for the protection of roadside tree alleys. The results of the study were used to formulate the universal guidelines for designing programs for the protection of roadside tree alleys. The potential barriers and obstacles that can occur in each stage of the proposed algorithm were identified and discussed on the example of Poland. In the summary, the answer to the question used as the title of the article should be affirmative. However, many actions must be taken. Most of them are included in the proposed guidelines and some of them are given as recommendations.

Through time, both natural and cultural heritage have unfortunately been under threat due to multiple environmental and human-induced factors, which are likely to trigger various hazards such as soil erosion, landslides, or land collapse. The analysis of old cartographic material, aerial imagery, and satellite imagery has been used in multiple studies to observe and understand the changes that archaeological sites have undergone over the last centuries. These efforts are intended, among other things, to raise awareness of the threats affecting cultural heritage and prevent damages and preserve tangible evidence of the distant past. In this study, historical maps and satellite imagery were analyzed to observe how the landscape in the Mostiștea Valley (Romania) has been used over the last 230 years and how the land use has affected the cultural heritage. Land cover and land use (LCLU) changes in the Mostiștea Valley have occurred due to numerous natural and anthropic forces. These changes have resulted in the damage of tangible heritage in the area with varying degrees of intensity. The results of this study allow the quantification of the magnitude of these changes and their impact on different sites in the region.
