The problem that occurs in this research activity is the process of developing micro businesses using a three variable approach consisting of product development, product certification and digital marketing implementation, especially in the city of Sidoarjo. The total research sample was 114 micro business actors in the culinary sector with various types of food and beverage products. The sample determination method uses the census method or saturated sample. A group of business actors joined by the name Gumin (food and beverage business actors). The process of collecting research data uses Microsoft forms which are shared via the WhatsApp group of micro entrepreneurs. The analysis method used is multiple linear regression analysis, where the aim of this analysis is to find the estimation equation. The use of estimation equations in regression analysis aims to find out how big the role and influence of each independent variable (X) is on the dependent variable (Y). The results obtained through the analysis were that only two independent variables were significant, i.e product development and product certification, while one independent variable, i.e the application of digital marketing, was not significant. Improving the implementation of digital marketing is the main focus of this micro business group so that they can develop their business better in the future, so they can compete with other culinary businesses. The process of implementing digital marketing can be carried out if micro business actors establish partners with similar business actors, thereby creating mutual benefits.

Animal housing (RPH) plays a significant role in passing the halal certification of products based on animal ingredients. However, the awareness of RPH to certify halal RPH is still very low, so micro and small business actors feel they are getting halal-certified materials for their products. This research will focus on the regulation of halal certification in animal house services (RPH) and the expansion of MSE product certification. Many animal products require halal certification as a guarantee of the halalness of the product. Since the majority of users in Indonesia are Muslims, it is very important to provide food safety for them. This research is an analytical descriptive study using a qualitative approach. The results of this study indicate that the low factor of halal-certified abattoirs is due to several factors. The most dominant factor is that there is no pressure from the government or consumers, the second factor is because they feel that their slaughter is halal, and the third factor is the understanding without a halal certificate, even meat is already halal. And the fourth factor does not know about the halal certification. The conclusions of this study include: first, the law on halal certificates in the field of slaughterhouse services has not received serious attention from related parties, and second, the lack of halal certificated slaughterhouses for animal-based MSE products. Third, the need for more serious socialization to increase the awareness of RPH service owners on the importance of halal certificates for RPH. Suggestions from the results of this study are that each element related to RPH should pay more attention to the rules made by BPJH of the Ministry of Religion in ensuring the halalness of RPH, such as the Ministry of Trade and Industry, the Ministry of Cooperatives and SMEs and related agencies.

Purpose: This study aims to analyze the authority of the Indonesian Ulema Council (MUI) in providing halal label guarantees following the implementation of Law Number 33 of 2014 concerning Guarantees for Halal Products. Theoretical framework: The research employs a normative legal approach, utilizing data from statutory regulations, court decisions, and legal literature to assess the legal standing of the MUI post-implementation of Law Number 33 of 2014. Results and discussion: Findings reveal that despite changes introduced by the law, the MUI's authority remains pertinent and enforceable. The MUI plays a crucial role in issuing fatwas and recommendations on product halal status, complementing government agencies' responsibilities in halal certification. The law delineates specific boundaries for the MUI's jurisdiction, emphasizing collaboration with governmental bodies and affiliated organizations for effective halal product certification and labeling. Method: This research adopts a normative legal methodology, analyzing legal texts, court precedents, and scholarly works to assess the continuity and scope of the MUI's authority post-Law Number 33 of 2014. Originality/value: This study contributes by delineating the evolution of the MUI's authority in the context of halal certification pre- and post-Law Number 33 of 2014. It highlights the MUI's transition from sole authority to a collaborative partner in certifying halal products, underscoring the significance of halal certification for consumers, regulatory compliance, and religious principles.
