Implementing ecosystem-based fisheries management: from single-species to integrated ecosystem assessment and advice for Baltic Sea fish stocks

Abstract: Theory behind ecosystem-based management (EBM) and ecosystem-based fisheries management (EBFM) is now well developed. However, the implementation of EBFM exemplified by fisheries management in Europe is still largely based on single-species assessments and ignores the wider ecosystem context and impact. The reason for the lack or slow implementation of EBM and specifically EBFM is a lack of a coherent strategy. Such a strategy is offered by recently developed integrated ecosystem assessments (IEAs), a formal s… Show more

“…In many cases, long-term monitoring programs evaluate the demographic status and trends of various marine populations (Borja et al, 2010 and references therein). Holistic approaches require integrated monitoring and assessment of both abiotic and biotic parameters, including multiple species (Arkema et al, 2006;Day et al, 2008;Curtin and Prellezo, 2010;Möllmann et al, 2014) and, ideally, multiple trophic levels to capture Biodiversity and Ecosystem Function (BEF) relationships (Strong et al, 2015).…”

“…This is pursued through recent developments in ICES to explore and establish so-called Integrated Ecosystem Assessments (IEAs), which should serve as 'a formal synthesis tool to quantitatively analyse information on relevant natural and socioeconomic factors, in relation to specified management objectives' (Möllmann et al, 2014(Möllmann et al, , p. 1188. Our observations clearly demonstrate that the inherent challenge of IEA's to include social and economic management perspectives severely contests the classic demarcation between science and policy.…”

“…Recently, several marine ecological studies have shown how mutual benefits may be reached through an integrated management of fisheries and the environment (Pikitch et al 2004, Möllmann et al 2014, Seitz et al 2014). In contrast to the situation in northern Europe, there is much stronger focus on EFH in the research and management in e.g.…”
