Improving cost performance in design-bid-build road projects by mapping the reasons for cost overruns into the project phases.

Abstract: Design-Build (DB) is an alternative project delivery system that has shown to be better in controlling cost growth than the traditional Design-Bid-Build (DBB) system. However, some road administrations are not legally allowed to implement DB and keep using DBB with consequent disadvantages, such as having high-cost overruns. There is a need, therefore, to provide road administrators delivering DBB projects with research-based mitigation measures that can help them to minimize the main reason for cost overruns.… Show more

“…Therefore, in project controlling, actual costs are captured and compiled in a format that allows comparison with the project budget. Cost control is required to keep records of funds spent in order to: Minimize spending; identify cost overruns (Calahorra-Jimenez et al, 2020). According to Blazewicz et al (2019) the project schedule is used to communicate to all stakeholders when certain work elements and project events are expected to be accomplished.…”

“…The scope of activities (output) of the LSMC includes widening, reconstruction, repair, and maintenance of roads. Based on its implementation, LSMC also applies design-bid-build (DBB) as in conventional contracts, but the focus remains on-road performance and maintenance according to the scope of its activities [15].…”

“…All these methods concentrate exclusively on the improvement of the vehicle, and consider the road conditions as external influencing factors. Presently, roads are mainly designed for safety [28][29][30], cost [31], and other rules [32]. A better designed road helps the driver maintain safe and ecological driving behaviours.…”
