Improving the risk-based approach as a criterion for the economic security of the FFOMS

Abstract

The article examines some negative elements of the mechanism of functioning of the compulsory health insurance fund, which pose a threat to the economic security of the Russian budget system. It is concluded that it is necessary to consider certain trends in improving the risk-based approach, further automation and digitalization of the CHI system, as well as to establish recommended thresholds and take into account the system of indicators for evaluating the effectiveness of the use of budgetary funds by their recipients (medical organizations within the CHI system), the use of which will increase the level of effectiveness of control over expenditure and targeted use budget funds.
